The figure revealed by the director of the Revenue Agency during Telefisco 2026
Over 200,000 total evaders among individuals and companies. Some did not submit their declarations. Others were even totally unknown to the tax authorities. During his speech at Telefisco 2026, Vincenzo Carbone, Director of the Revenue Agency, focused on the phenomenon of tax evasion and the results achieved by the tax administration in 2025.
'The Agency's risk analyses,' he explained, 'are based on what we technically call selective criteria'. Starting from these 'we manage to intercept those cases that present particularly significant inconsistencies'. From there we start to unmask tax evasion.
We are talking, for instance, about VAT deducted that is higher than that which emerges from the invoices; or about revenues resulting from invoices and receipts that are higher than the declared turnover. In any case,' Carbone reiterated, 'there is no automatism with respect to a possible control'.
The Agency always analyses information on all taxpayers, roughly speaking over 17 million positions checked, and then 'selects some to be subjected to a more in-depth audit'. This work led to the discovery last year of 'over 200,000 total tax evaders, including individuals and companies'.
Carbone continued: '57 per cent of these subjects (116,000) had not filed a return at all, even though they were required to do so because they had income to declare; the remaining 43 per cent (86,000 subjects) were completely unknown to the tax authorities, in the sense that they carried out their activity completely in the black'. Against this background, 2.4 million compliance letters will be issued in 2026.
