Twenty years after its introduction, the 5x1000 is still an instrument with a great unexpressed potential with respect to the contribution it could make to our welfare system. The 5 per mille is the portion of Irpef that, according to principles of fiscal subsidiarity, can be allocated to organisations carrying out socially relevant activities registered in the list of beneficiaries kept by the Revenue Agency and to the social initiatives of the municipality of residence. This is a way of 'doing good for free' by choosing from over 80,000 possible recipients: Third Sector organisations, universities, research centres, amateur sports associations, managers of protected areas and other organisations for the protection and enhancement of cultural and landscape heritage.
And yet, according to the survey 'Tax relief and solidarity', conducted by the Lega del Filo d'Oro in collaboration with the publisher Citynews and the research body 2BResearch, 70% of the sample of two thousand people have signed up at least once for the 5x1000 but many are struggling to find their way around and say they are confused about the procedures.
76% in fact say they know the instrument but only 45% use it regularly. They are mainly contributors over 65 (60%) and residents in northern Italy, but awareness of the issue is growing among younger segments of the population. Among those who do not devolve the 5x1000, 16% said they did not know any organisation well, 15% of the sample said they did not know how or where to sign; 14% forgot to tell their accountant, and a similar proportion of people said they did not trust any of the recipients enough.
According to data from the Agenzia delle Entrate in 2023, moreover, almost 41% of those who filled out a tax return chose to devolve the 5x1000, 17 million taxpayers out of a total of 42 million for an amount of over 500 million euro destined.
While the 5x1000 is a simple, free and very important gesture, the data show how much more needs to be done to build awareness on a free and very impactful tax tool.
In this scenario, the Lega del Filo d'Oro, a reference point for deafblind and psychosensory multi-disabled people, launches the #unaiutoprezioso campaign inviting people to devolve the 5x1000 to the Foundation. In Italy there are over 360,000 people who live immersed in a world of darkness and silence: a condition that, without adequate support, can turn into absolute isolation.
Through the proceeds of the 5x1000, the Lega del Filo d'Oro, today present in 11 Italian regions, is able to give continuity to the personalised educational-rehabilitation programmes created at the National Centre in Osimo (AN), to guarantee a network of services aimed at improving the quality of life of those who cannot see or hear and their families, to establish collaborations in the field of research, and to continue to expand the increasing capillarity of the Foundation's presence in the territory. After the inauguration in 2024 of the new headquarters in San Benedetto del Marsi (AQ), projects in Calabria, Sardinia and a Residential Centre on the national territory are in the pipeline.
It is also thanks to this fundamental support that Lega del Filo d'Oro has been able to achieve important results in recent years, following more than 1.It is also thanks to this fundamental support that Lega d'Filo d'Oro has been able to achieve important results in the last few years, following more than 1,250 users all over Italy every year, offering diagnostic, educational-rehabilitative and socio-educational interventions to improve the daily life of those who cannot see or hear through solutions in areas such as communication and assistive technologies.
Devolving the 5x1000 is easy: just enter the tax code 80003150424 in the box "Support for Third Sector Bodies ..." in the 730 Form, in the Income Form or in the Single Certification and your signature. It costs nothing, is not an alternative to the 8 per mille or the 2 per mille and can really change the lives of deafblind people.
