Concordat: 2.2 million letters to VAT holders who did not opt in

For those who choose the arrangement, the possibility of the 2018-2022 amnesty also remains.

"Dear taxpayer, I write to you". The Inland Revenue is betting on the 'sweet strategy' of letters to try to widen the audience of the two-year tax amnesty (Cpb) as much as possible. After the alerts that had been issued to accompany the first phase that expired on 31 October and the pre-filled calculation for the special tax amnesty on the 2018-2022 tax years, a new 'wave' of communications now arrives addressed to Isa subjects who have not yet opted for the two-year agreement with the Inland Revenue by last 31 October.

There are about 2.2 million VAT numbers subject to tax reports who were not convinced by the appeal of the revenue proposed for two years by the tax authorities and the resulting amounts due for income tax (Irpef or Ires) and Irap. That is why notices are now addressed to them to try to push them to accept the agreed income.

The letter, in fact, recalls the opening of the window until next 12 December to choose the arrangement. A chance that, however, remains open only for those who have submitted their tax returns by 31 October. To make adhesion more attractive, the letter reminds interested taxpayers that, in the event of adhesion, they will have, among other things, 'access to all the bonus benefits recognised to Isa subjects' and will be able to 'opt for a substitute tax with reduced rates on the higher income agreed'.

At the same time, the key to the concordato preventivo may also open the door to the income amnesty for the tax years 2018 to 2022. This is an incentive that Parliament wanted in the conversion of the Omnibus Decree at the beginning of October precisely to try to incentivise accessions to the concordat, through a shield also granted on the past.

All of these are leading in the direction of maximising as much revenue as possible from the arrangement with creditors. So far, only estimates of a revenue of 1.3 billion euro have been circulated (see 'il Sole 24 Ore' of 5 November), but the aim is to increase the figure through the reopening to 12 December also in order to be able to provide resources for the Irpef cut on the middle class. Moreover, as communicated by the Ministry of the Economy in response to a question time on Wednesday in the Finance Committee of the Chamber of Deputies, 'the deadline for the payment of the second instalment has not yet expired', which will be on 2 December (since 30 November this year falls on a Saturday). And 'only after that date, it will be possible, therefore, to determine,' the Ministry of the Economy clarified, 'a first approximation of the revenue related to the adhesion to the two-year arrangement'.

So far, the updated membership counter counts 522,195 VAT registrations (403,472 are Isa subjects and 118,723 are lump sum holders). This means 12% of the total potential audience. Also because it must be considered that "for all taxpayers whose tax period does not coincide with the solar year, the terms for adhering to the arrangement may not yet have expired and that, therefore, the data relative to adhesions as of 31 October cannot be considered definitive".
