It will implement Article 64-ter of the CAD, the digital administration code, and regulates the delegation management platform, which will be managed and developed by Ipzs and PagoPa.
When we leave
The services will be released progressively from 15 October 2026. From then on, digital proxies (not professional proxies and mandates to intermediaries) will become operational and usable within the digital wallet. And, therefore, it will be possible for any citizen to authorise another person to access the online services of the public administration in his or her place.
How to delegate (easiest procedure for the over 65s)
There will be three ways to delegate. The first is online, with digital authentication. For the over-65s and people with certified disabilities, it will be possible to use remote assistance by video call. Alternatively, you can contact your municipality of residence.
Up to five active delegations
Proxies may be conferred by parents for minor children, but also by guardians, curators or support administrators. Each delegate may have up to five active proxies, while each delegating party may confer a maximum of two proxies (with exceptions for parents, guardians and proxies). The duration may not exceed two years.
When the delegate accesses an online service, he/she chooses whether to operate on his/her own behalf or as a delegate. The system verifies the validity of the delegation in real time. Any use is notified to the delegating party, via digital domicile or indicated address, except in cases expressly excluded by the decree. The delegating party is notified in real time
