Anti-mafia: for Milan-Cortina and post-earthquake preventive halt to 56 companies in 2025, half for links with the Camorra
The ad hoc structure of the Ministry of the Interior has adopted more than twice as many interdictions as in 2024. But the number of companies with the 'stamp of legality' rises to almost 25,000

The countdown to the Milan-Cortina 2026 Olympics has begun: the inauguration, scheduled for 6 February, is now less than a month away. But the anti-mafia controls do not stop. And the 2025 balance sheet of the Viminale's Prevention Structure closes on a positive note, as the monitoring of works for the Games, for post-earthquake reconstruction in Central Italy and for the new hospitals in Calabria has been intensified at the instigation of Interior Minister Matteo Piantedosi: enrolments in the Anagrafe degli esecutori have risen to 24.876 from 20,000 in October, interdictions numbered 56 (more than double the 26 issued in 2024), accesses to construction sites 144.
Monitoring with prefectures, inter-force groups and Dia
For the works of the Winter Olympics, the monitoring will, of course, continue until the conclusion, even after the event has taken place. The anti-mafia competence of the Structure headed by Prefect Paolo Canaparo is independent of territorial areas and relies on the cooperation of the Prefectures and the Anti-Mafia Inter-Forces Groups, the Anti-Mafia Investigative Directorate and the Central Inter-Forces Group of the Criminal Police. Fundamental collaboration is offered by the contracting authorities on the basis of the legality protocols signed with the Structure, with 39 steering committees meeting in 2025.
The 'stamp of legality'
The operational model is now well known: no company can set foot on construction sites in any capacity whatsoever unless it is validly registered in the Anti-Mafia Register of Contractors. Without the 'stamp of legality', in other words, no work can be done. Registration, also in the white lists of the prefectures, has been simplified thanks to digitisation and pre-compilation (see Il Sole 24 Ore of 24 October): economic operators are now only required to provide a few pieces of information when accessing the platforms. Most of the data is entered automatically (and already verified), guaranteeing businesses leaner and more efficient procedures, minimising the margin of error and speeding up the end of the process.

The list of those admitted is public, available on the Viminale website. The number of participants is increasing month by month: there are currently 19,671 for post-earthquake reconstruction, 4,384 for Milan-Cortina and 821 for the Calabrian healthcare construction sector. Consistently, 26.7% are companies from the Marche, 14.8% from Abruzzo and 12.13% from Lazio. 9.7% come from Campania and 6% are based in Lombardy.

If the checks reveal opacity, it is investigated further. Hence the 56 anti-mafia interdictions (there had been 26 in 2024 and 18 in 2023) adopted against the same number of companies applying for registration, to which must be added three measures of collaborative prevention ordered for ascertained attempts of infiltration attributable to occasional facilitation and which commit the companies to self-cleaning activities, under surveillance. Six of the companies banned in 2025 were intended to participate in the work for the Olympic Games. The main declared activity is construction. Looking at the distribution of disqualifications by territory, the black jersey from 2017 always belongs to Campania. On the other hand, even in 2025, half of all injunctions issued (49%) were triggered by the emergence of links with the Camorra, 21% with Apulian crime and 18% with the 'ndrangheta.
