45 days after the vote by which the people of Puglia chose him, Antonio Decaro was finally proclaimed president of the region. "I will be the president of everyone, even of those who did not vote for me, but I will not be the president for everyone, because I believe that this region deserves the courage to know how to say no as well. They will be difficult no's, suffered no's. They will, I am aware, also be unpopular no's. But whoever governs thinking only of the next day's consensus, renounces the future,' Decaro said immediately after the official proclamation by the Central Electoral Office of the Court of Appeal in Bari.
Long Minutes Control Operations
Puglia is lagging behind the other regions at the polls on 23 and 24 November: in Veneto and Campania, presidents and councils are already operational. A delay attributable to errors and inaccuracies during counting operations in the sections. Hence a long and complex operation to check the minutes and certify the election results by the constituency sections of the six Apulian courts.
Only two external councillors in the council
It will still take a few days for the 50 councillors to be proclaimed. After that, the ten days within which Decaro will have to appoint the junta will begin. Regional law requires eight of the ten councillors to be chosen from among the elected councillors. There are therefore only two posts available for 'outsiders'. One of these should be reserved for the outgoing governor: a sort of compensation for having acceded to Decaro's request to give up running for regional councillor, pending his candidacy for the 2027 political elections (the other for Avs, the party of former president Nichi Vendola that did not pass the threshold).
A role for Emiliano
For Emiliano, there could be the delegation for legality or that for major industrial crises, such as the former Ilva in Taranto. The former governor, in wishing Decaro well in his work, wanted to 'reiterate his and everyone else's willingness to do their utmost to ensure that this wonderful region continues on the beautiful path it began so many years ago'.
