Social bonuses: Arera raises the Isee threshold for water, electricity, gas and waste to EUR 9,796

The value of the Isee threshold for access to social bonuses for electricity, gas, water and waste granted to households in economic hardship has been updated. From 1 January 2026, the minimum threshold for automatically obtaining bonuses will rise from the current 9,530 euro to 9,796 euro, while that for households with at least four dependent children will remain unchanged at 20,000 euro. This is what Arera announced. Resolution 2/2026/R/com with the new Isee threshold values is published on Arera's website.
Adaptation foreseen by a decree of the Economic Development
The adjustment, provided for by the decree of the Minister of Economic Development of 29 December 2016, is based on the average trend over the last three years of the national consumer price index for blue- and white-collar households over the three-year reference period. The social bonus system, introduced by the interministerial decree of 28 December 2007, has been gradually expanded over time.
Discounts applied automatically in the bill
The discounts, Arera recalls, are applied automatically in the bill and vary depending on the service: for electricity, a reduction equal to 30% of the average user's expenditure, calculated gross of taxes; for natural gas, a reduction equal to 15% of the expenditure net of taxes; for the water service (aqueduct, sewerage and purification), a discount equal to 50 litres/inhabitant/day is guaranteed; for waste, a 25% discount on the Tari/tax due. Interested families can benefit from the facilities automatically and cumulatively by simply presenting the Dichiarazione Sostitutiva Unica (Dsu) to Inps to obtain the Isee certificate.
