It is not the final tender, but it is certainly a significant step forward in the direction of the construction of two waste-to-energy plants in Sicily. Thus the call for tenders for the technical-economic feasibility design of the two waste-to-energy plants to be built in Palermo (at Bellolampo) and Catania (at Pantano d'Arci), worth 44,114,592, published by Invitalia is a sign that the Sicilian regional government, and in particular President Renato Schifani, intends to move quickly. "Another step forward towards an epoch-making goal that will allow Sicily to say goodbye to landfills and avoid the costly shipment of waste abroad," says the regional president, who is extraordinary commissioner for the completion of the integrated waste management plant network. "We are proceeding swiftly according to the timetable we have given ourselves.

In detail, on the digital platform 'InGate' and in the Official Journal of the European Union, the notice of open procedure has been published for the award of engineering and architecture services related to the technical-economic feasibility (pfte) design, safety coordination during the design phase, drafting of the geological report and of the preliminary economic-financial plan (pef). The tender also includes the option of awarding the services of works management and safety coordination during the execution phase for each of the two plants on the sites already identified by the regional waste plan.

The invitation to tender, to say the least, sets 9 June (3pm) as the deadline for the receipt of bids, while the opening of bids will take place at 3.30pm on the same day. The contract amount for the design is almost €22 million, while another €22.4 million is earmarked for the possible supervision of the works. The total resources earmarked for the construction of the two plants from the Cohesion Agreement, signed in May 2024 between Regional President Schifani and Prime Minister Meloni, amount to €800 million. The published notice indicates the requirements for participation, both of a general nature and professional suitability, and refers to the legality protocols, including those signed last April with the Prefectures of Palermo and Catania.
