Asbestos in Rome's schools, the alarm of the National Asbestos Observatory: lack of mapping

'The most worrying fact that emerges from this survey is that asbestos in Rome's schools is too often not detected through systematic checks, but discovered by chance during maintenance work. This not only confirms the lack of complete mapping, but opens up an even more serious question: that of the safety of the workers themselves, who may find themselves unknowingly exposed to a highly dangerous material,' Bonanni points out. 'We cannot accept that prevention should be replaced by chance. An immediate change of pace is needed, with complete censuses, periodic checks and structured reclamation programmes. Health protection must concern everyone: students, school personnel, and operators working on construction sites. ONA will continue to ensure that every school is safe and free of asbestos, because safety cannot be entrusted to the occasional discovery, but must become a certain and verifiable responsibility'.

The initiative was attended, among others, by the councillor of the Capitoline Assembly Daniele Parrucci, vice-president of the public works commission and councillor delegated to the Metropolitan City for school construction, who emphasised: 'As soon as the Gualtieri administration took office, we immediately carried out a census on the schools. And the picture that came out was devastating. And this was because for more than 20 years there had been cuts in school construction, nationwide of course. The administration inherited a situation in which many schools were imploding. And consider that to get out of an extraordinary situation, by putting in place a few basic elements, the Metropolitan City would have had to invest an amount of almost one billion euro and only 300 million would have been needed for the extraordinary safety of some high school buildings".
"This money would have been used to solve problems of static interest, fire prevention, collapse risk, and then there is the issue of asbestos. Consider that we have over three million square metres of solar pavement under our management and the economic endowment we have on ordinary administration is about 3 euro per square metre,' he added. 'Fortunately, however, we have inherited a Pnnr resource endowment of 130 million euro and have managed to allocate another 80 million euro from the administration, which cubes a 210 million euro investment in earthing. In total, we have opened 210 building sites for as many schools, to carry out important structural interventions'.

Also presented at the conference was Ezio Bonanni's book, 'Amianto, dalla prevenzione alla bonifica. Tutela della salute, sicurezza sul lavoro e responsabilità giuridiche' ('Asbestos, from prevention to remediation. Health protection, occupational safety and legal responsibilities'), which addresses the regulatory framework and the responsibilities of public administrations in managing asbestos risk. A moment of confrontation that saw the participation of authoritative representatives of the institutional, legal and academic world, including the councillor of the Court of Cassation Nicola De Marinis, the former acting president of the Court of Appeal of Rome Fabio Massimo Gallo, Professor Antonio Caiafa of the LUM University and councillor of the Rome Bar Association, Guerrino Petillo, professor A.F. UNINT and councillor of the Rome Chamber of Tax Attorneys, Giampiero Cardillo of the ONA Scientific Technical Committee, Capitoline councillor Giorgio Trabucco, Ruggero Alcanterini, president of the Italian National Fair Play Committee, and Paola Vegliantei, president of the Academy of Legality. Then the poet, writer and playwright Maria Grazia Calandrone.
