Attempted bribery, Enac CEO Quaranta under investigation

A notice of termination of investigations, for attempted extortion, has been issued by the Agrigento Public Prosecutor's Office against the director general of Enac, Alessio Quaranta, as part of an enquiry into Lampedusa airport. There are 12 people under investigation, in various capacities, in the proceedings that also deal with alleged pressure on Gaetano Tafuri and Giovanni Amico, then president and director of the airport respectively, to 'unduly sub-concession to Giacomo Cusumano the management of the fuel depot at Lampedusa airport'. The plaintiffs are Tafuri, Amico, Ast aeroservizi, the Sicilian Region, and the MIT.

The notice of indictment was signed by Agrigento's public prosecutor, Giovani Di Leo, and deputy Rita Barbieri, and hypothesises the crime of attempted bribery, as well as for Quaranta, for seven other suspects, including national and local managers of the National Civil Aviation Authority. They are Fabio Marchiandi, Marco Di Giugno, Arianna Ciani, Gabriele Squillaci, Antonino Buttafuoco, Pietro Bonfiglio, and Gaetano Palmeri. According to the indictment, 'using threats, they carried out suitable acts' to 'force Tafuri and Amico' to 'unduly grant Giacomo Cusumano the concession to manage the fuel depot located inside Lampedusa airport on the state-owned area already arbitrarily occupied by companies all traceable to Cusumano', who is among the recipients of the notice of conclusion of investigations.

Over time, the depot would have 'reached an extension of about 2,010 square metres, but - the Agrigento Public Prosecutor's Office contests - on the basis of illegitimate concession and extension measures issued by Enac from 6 February 2004 to 14 February 2019'. The suspects, the Agrigento public prosecutor's office contends, allegedly availed themselves of the 'moral and material contribution of three of Cusumano's legal consultants: Nunzio Pinelli Fumagalli, Giuseppe Pinelli, and Verona Petrella', the latter, the investigation notice states, the wife of Marco Di Giugno, manager of Enac's legal analysis and litigation department.
