Motor insurance, average price at 422 euros: up 1.6 per cent on 2025
At a regional level, half of Italy’s provinces have premiums exceeding 396 euros. In the most expensive provinces, premiums exceed 422 euros. Year-on-year changes in the average premium across individual provinces range from -2.0% to +4.5%, with the largest increases in Enna (+4.5%), Pescara (+3.8%) and Rome (+3.5%)
Whilst the price of motor third-party liability insurance has fallen compared with the start of 2026, it is nevertheless higher than it was a year ago. This is what emerges from the latest IVASS survey, which covers the period between April and June. During this period, the average premium stood at €422: 0.4 per cent lower than in the first quarter but, at the same time, 1.6 per cent higher than in 2025. Although in the latter case, in real terms – that is, taking inflation into account – there would be a fall of 1.3 per cent.
Regional disparities

Year-on-year changes in the average premium across individual provinces range from -2.0% to +4.5%, with the most significant increases in Enna (+4.5%), Pescara (+3.8%) and Rome (+3.5%). After several quarters of increases, prices have fallen in some provinces, including Cagliari (-2 per cent), Imperia (-1 per cent) and Benevento (-0.8 per cent).
IVASS also notes that a significant regional disparity persists, despite a trend towards convergence: in Naples, premiums are on average 255 euros higher than in Aosta, with the difference between the two provinces falling by 3.5 per cent year-on-year and by 46.8 per cent compared with the second quarter of 2014.
The Black Box
During the quarter, IVASS notes, the penetration rate of black boxes fell, standing at 16 per cent of passenger cars in the second quarter of 2026, compared with 17.2 per cent in the previous year. The proportion of policies with black boxes is particularly high in certain southern provinces such as Caserta (53.9 per cent of motor vehicles) and Naples (43.1 per cent).
On an annual basis, the largest decreases were recorded in Crotone (-5.1 percentage points) and Caserta (-2.8 percentage points). 91 per cent of the contracts signed during the quarter provide for a discount. According to IVASS, the average discount offered by insurers is €212, representing 38.8 per cent of the standard premium.
