Balata: Serie B training ground for talent, also to reduce club costs

The cadet league will have to promote systemic tax and contribution relief for young people, in line with what is planned with apprenticeships

In office since 2017, the president of the Lega di Serie B, Mauro Balata, has an articulated programme of reforms in mind, which can, however, be summarised in a few fixed points.

First, the defence of the Serie BKT format, which reverted to 20 teams under his management. But the asymmetry between promotions to Serie A and relegations to Serie C must be addressed and resolved once and for all, and the latter must also be reduced to three. The disparity, in fact, compromises proper political planning, generating instability and uncertainty for the teams.

Secondly, for Balata, the development of a virtuous model capable of generating value, promoting competition stability, sustainability and economic and financial planning, attracting more talent to the league, and increasing the globalisation of the LNPB format on and off the field must be strengthened.

Thirdly, Serie BKT is to be transformed even more into a 'training ground for talent' with a further reduction of the economic impact for clubs and with a positive effect for the Italian football system: maximum average age 25 years; minimum number of players in the squad and minimum playing time requirements for the Under-19s. The Lega Cadetta also aims to promote systemic tax and contribution relief for young talent in line with what is guaranteed with apprenticeship contracts.

In Balata's programme, there is also an infrastructure plan with the Lega B becoming the facilitator of the whole process of renewing the clubs' sports infrastructures, promoting legislative proposals to facilitate the modernisation of facilities and simplifying access to investments.

In order to ensure greater solidity for clubs, Balata should be provided with greater guarantees for expenditure exceeding the thresholds of the cost containment rule, introducing a bonus for clubs with positive EBITDA, and identifying a control system, delegated to the Lega B, based on economic-financial balance.

Also to be strengthened are the current mutuality mechanisms with an adjustment of the TV rights distribution percentages and the introduction of new bonus mechanisms.

In order to improve decision-making and reform processes, favouring long-term strategies, Balata also proposes to promote systemic collaboration between professional leagues and between European second leagues and to introduce technical commissions on the main aspects of the Lega B.

Finally, in order to ensure greater fan loyalty and increase the value of the Serie B brand, ad hoc projects for local communities and sustainability campaigns, e.g. with an ESG platform/APP for fans and partners, should be envisaged.
