The banking risiko has upset the picture, but on the basis of the data as of 31 December 2024, the Bank of Italy has identified the banking groups Intesa Sanpaolo, UniCredit, Banco BPM, ICCREA and Banca Nazionale del Lavoro as Other Systemically Important Institutions (O-SIIs) authorised in Italy.
The Turning Point of Risk
The administrative proceedings were initiated before the completion of the merger transactions that recently involved the BPER Banca and Banca Popolare di Sondrio groups and the Monte dei Paschi di Siena and Mediobanca groups. The effects of these two operations are therefore not considered for the purposes of this decision. The Bank of Italy has already initiated proceedings against the BPER Banca and Monte dei Paschi di Siena groups to take into account their new configurations; the outcomes will be announced. Intesa Sanpaolo, UniCredit, Banco BPM, ICCREA and Banca Nazionale del Lavoro will have to maintain a capital buffer for O-SIIs of 1.25, 1.25, 0.50, 0.25 and 0.25 per cent of their total risk-weighted exposures, respectively, as of 1 January 2026. The BoI exercised supervisory judgement to maintain Banca Nazionale del Lavoro's buffer at 0.25 per cent also for 2026.
