Baps, 150 million for the Sicilian agro-industry

It is a time of great ferment for Sicilian agriculture. The Region has just signed a EUR 150 million memorandum of understanding with the Banca Agricola Popolare Siciliana to promote access to credit for local agricultural and agro-industrial companies. Thanks to this instrument, the institute created less than a year ago through the merger by incorporation of the two popular Sicilian banks (Ragusa and Sant'Angelo) is committed to facilitating access to credit for Sicilian companies in the three-year period 2025-2027, through dedicated solutions that favour sustainability, innovation, and the international competitiveness of the sector.

The ceiling will be able to support projects in key areas such as regenerative agriculture, digitisation, efficient water use, renewable energy, logistics and industrial transformation, with a focus on young farmers and environmental sustainability.

"Against a backdrop of climate change and market volatility, the Sicilian agri-food sector needs agile, timely and well-calibrated tools to continue growing and innovating," says Salvatore Barbagallo, the councillor for agriculture.

Bando Pac for young farmers

The PSP (National Strategic Plan of the CAP) call for applications in support of the Sicilian agricultural sector also closed with just under 1,700 applications. A total of 1,696 applications were accepted by Sian (National Agricultural Information System) for the 'Settlement of Young Farmers' measure. The measure has a budget of 78 million euro.

A total of 317 applications were accepted for the 'Road networks serving rural areas' measure and 161 for the 'Settlement of new farmers' call. The two measures have a budget of 65 million and 20 million euro respectively. Finally, 164 applications were accepted for the measure 'Investments in agricultural holdings for diversification into non-agricultural activities'.

Councillor Barbagallo also recalls the 150 million Psr calls for new infrastructures to support farms and announces that new calls will be issued in September. "By next December," he assures, "all the available Psr resources will be spent.

The drought node

The Region is grappling with the drought emergency again this year. Councillor Barbagallo has proclaimed another 12 months of emergency and the President of the Region, Renato Schifani, has appointed an extraordinary commissioner. Western Sicily, to which the mobile desalinators have been delivered, has been penalised the most.

The overall interventions were financed by the Region with 100 million euro and also include land and sea connection works. Coordination of the activities was entrusted to Commissioner Nicola Dell'Acqua, at the Region's request. The mobile desalinators will produce 96 litres of water per second each, using reverse osmosis technology and advanced filters.

Water consortia reform in the Ars

For years we have been waiting for the reform of the land reclamation consortia, currently pending at the Ars, which,' Barbagallo comments, 'would align governance with that of the most efficient regions. The bill awaiting approval provides for the establishment of four new land reclamation consortia, corresponding to larger and more homogeneous districts, called North-East Sicily, North-West Sicily, South-West Sicily and South-East Sicily.

The reorganisation is based on criteria of integrity of river basins, unity of irrigation systems, adequate size for economies of scale and overcoming administrative constraints. The new consortia would guarantee centralisation of services, rebalancing of personnel distribution, unitary and flexible management of water resources, greater economic self-sufficiency and reduction of public support for operation.
