"The result that fourth-year students who took last year's entrance test for Medicine will be safeguarded. The amendment for their protection, after a ruling by the Tar had cancelled the Tolc ranking, was approved in committee in Montecitorio. It is a goal achieved! The commitment of so many male and female students deserves respect. Their dreams and vocations must not be betrayed'. This was written on social media by University Minister Anna Maria Bernini.

The twist

A week before the deadline to register for the new national test scheduled for 28 May and 30 July yesterday came a new twist. In a precautionary order, the Council of State reinstated the validity of the Cisia Tolc-Med call for applications and ranking list that took place last year. Overturning, in fact, what was decided by the TAR on 10 January last and postponing the merits to a hearing scheduled for 9 July. In doing so, it also offered one more argument for the protection of the so-called 'quartini', i.e. those who took the tests in 2023 when they were still in the fourth grade, obtaining such a high score that would have earned them access this year once they graduated.

The Council of State's decision

Let us proceed in order, however. And let us start with the decision of the Council of State. In examining the tenor of the censures formulated, "accompanied by technical documentation illustrating the statistical criterion used and its consistency with the need to make the selection homogeneous", the administrative judges decided to accept the precautionary petitions of the Cisia consortium and the resistant administrations, as well as those of the "quartini". They therefore decided to revive "the effectiveness of the competition ranking list annulled at first instance, with all further consequences for the purposes of its possible re-ranking". At the same time, however, they rejected the main appellant's request for supernumerary admission to the degree courses for which he had applied. In awarding costs, the Council of State set the hearing on the merits for 9 July.
