Bonuses, here are all the incentives at risk in 2025: the housing sector the most affected by cuts

Consumers' association: 'Building bonuses already cost EUR 220 billion, EUR 8,527 per household. Non-building ones are worth 'only' EUR 2 billion a year'

2025, notes Assoutenti, will be the year of cuts in the bonuses awarded to households, and the government's intention seems to be to significantly reduce subsidies and incentives through the next Budget Law. According to the consumers' association, the construction and housing sector will be the most affected by the cuts, with numerous bonuses disappearing or being greatly reduced from next year.

Non-construction is worth 'only' EUR 2 billion a year

The allocations for non-building bonuses, on the other hand, stand at around EUR 2 billion in 2024 alone, which shows a huge disproportion in resources for Italian households.

The measures expiring at the end of the year

The situation, however, is about to change dramatically: on 31 December next, a number of measures will expire that may not be renewed in 2025. These include:

Ecobonus: Tax relief through an Irpef or Ires deduction at 75% recognised for energy requalification works in single-family buildings or condominiums.

Sismabonus: deduction of up to 85% for works concerning earthquake-proof measures on homes and buildings used for productive activities.

Green Bonus: Irpef deduction of 36% for the landscaping of outdoor green areas of private buildings.

Furniture and household appliance bonus: tax contribution for the purchase of furniture and large household appliances such as washing machines, dishwashers, refrigerators of higher class and less impact on electricity.

TV decoder bonus: A subsidy of up to 50 euros for the purchase of television sets and decoders for the reception of television programmes with the new technological standards.

Then there are some bonuses that have already been greatly reduced for 2025:

Superbonus: from next year, the deduction will increase from 70 per cent to 65 per cent and will be limited to condominium works approved by 17 February 2023, documenting the expenses by 29 March 2024.

Bonus Ristrutturazione: from 50% on an expenditure of 96,000 euro it will increase from 2025 to 36% on a maximum of 48,000 euro.

But the list of incentives and subsidies currently active, and which could disappear next year, is - according to the consumers' association - long: from the Inclusion Allowance to the Training and Employment Support, passing through the Unemployed Mothers Bonus, Bills Bonus (tlc, water, energy), Psychologist Bonus, Nursery Bonus, Culture Card and Merit Card, Purchasing Card, Dedicated to you, Pets Bonus, just to mention the most famous ones,' Assoutenti concludes.
