The first tranche of amendments "signalled" by the parliamentary groups on the budget law has arrived in the House Budget Committee. This consists of just over 300 proposed amendments on which the political forces are requesting priority consideration. This package will be followed by a second one of another 300 amendments. The final list is expected on Wednesday at 12 noon. The final vote will be taken on two hundred and fifty amendments (the 'super-signalled ones'). The starting point was the approximately 3,200 amendments that had passed the admissibility check.
Pd, Lega and Fi: services in pharmacies also in 2025
Three identical bipartisan amendments appear in the first package. Presented by the PD (first signature Stumpo), the League (first signature Lazzarini) and Fi (Pella), they call for the extension into 2025 of the 'Pharmacy of Services' trial, aimed at expanding the territorial services of pharmacies. The proposals also envisage that "in view of the positive results of the activities carried out, by and no later than 30 September 2025 the Joint Committee and the Technical Table" should assess "the outcomes of the overall experimental activity for the purposes of expense reporting and the possible stabilisation of the new services provided by pharmacies".
Health care and minimum wage between Schlein (PD) and Conte (M5S)
More funds for health care, minimum wage, equal family leave, but also patrimonial assets: these are among the demands that emerge in the amendments pointed out by the opposition leaders. Two of the proposals put forward by the Democrats bear the signature of the Democratic Party's secretary, Elly Schlein: one increases funding for the national health service to 5.5 billion, allocates resources for extraordinary competition procedures for staff recruitment and removes the spending constraints for this purpose, and allocates funds for vaccines. The cover comes from cutting environmentally harmful subsidies. The other reported amendment signed by Schlein is for equal leave of five months.
From Giuseppe Conte, leader of M5S, come the amendments pointed out by the five stars on the minimum wage and the increase of the fund for the non-self-sufficient with resources taken from a tax on banks' extra-profits. Sinistra Italia leader Nicola Fratoianni pointed out the progressive tax on large estates starting from 5.4 million.
The League's proposals: from bridge funds to flat tax
Among the League's proposals is one that provides an additional allocation of about three billion for the Bridge over the Strait and an amendment to reduce the tax on cryptocurrencies from 42% to 28% and establish a permanent table. Matteo Salvini's party also points out the home appliance bonus, the amendment to exclude the law enforcement from the tightening of turnover in the public administration and the additional funds for the Winter Olympics 2026. Among the amendments pointed out by the League is also the one signed by Alberto Bagnai to extend from 30,000 to 50,000 euro the ceiling of income from employment or pensions that allows access to the flat tax for self-employed professional services.
