General strike on 29 November: how it works and which sectors are affected

From schools to factories, from health to justice, from ministries to post offices, from commerce to taxis. The general strike called on Friday 29 November by CGIL and UIL against the Meloni government's manoeuvre, and in parallel also by the grassroots unions, will affect practically all sectors in the public and private sector for an entire day or shift. With some important exceptions. Let us see in this short guide how the protest is articulated.

The 4-hour stop in passenger transport, excluding trains

The general strike was proclaimed by CGIL and UIL with a duration of 8 hours or for the entire shift for private workers and public employees. Rail transport, goods and passengers, was excluded at the request of the guarantee commission, in the name of the principle of objective rarefaction, according to which an interval of 10 days must elapse between two protests affecting the same catchment area (last weekend there was a train strike).

Following the picketing order signed by Minister Salvini, the duration of the protest was reduced to four hours for local public transport, air and sea.

Buses, trams and metros stop between 9 a.m. and 1 p.m.

In local public transport, following the ordinance issued by the Ministry of Transport, the four-hour stop will take place between 9 a.m. and 1 p.m. for bus, tram and metro workers, but compliance with the guarantee periods established at the local level affects the strike time in the different cities. In Milan, local public transport is on strike from 9am to 1pm; in Turin from 9am to 12pm; in Genoa from 9.30am to 1pm; in Bologna from 9am to 1pm; in Florence from 9am to 12.30pm; in Rome from 9am to 1pm; in Naples from 9.30am to 1pm; in Bari from 9am to 12.30pm; in Cagliari from 9.30am to 12.45pm.

Instead, train circulation in Lombardy on the FerrovieNord network will be regular: the planned strike from 9 a.m. to 1 p.m., which affected the infrastructure manager's staff, has been called off.

Lines on the RFI network were already excluded from the strike.

Between 10 a.m. and 2 p.m. stop in air transport

Disruptions are also expected in air transport: the protest will take place from 10 a.m. to 2 p.m., respecting the 7 a.m. to 10 a.m. guarantee period, and will affect airline flight personnel (except for staff seconded for guaranteed flights), airport ground staff (except for staff seconded by companies to carry out minimum services). Arms will also be crossed, again from 10 a.m. to 2 p.m. - if not on duty - for air traffic controllers.

In maritime transport, personnel on board ships and ferries connecting larger and smaller islands, administrative staff and technical-nautical services will stop from 9 a.m. to 1 p.m. (excluding essential lines and services).

Protest for taxis, ports and rubbish collection

There will also be a four-hour strike for the fire brigade, from 10 a.m. to 2 p.m. Taxis, on the other hand, will be at risk for the entire day: from 12.01 a.m. to midnight, taxi drivers participating in the strike will be unable to work a shift. Inefficiencies are also expected in waste collection, cleaning and sweeping, the indispensable services will however be guaranteed, as provided for by law 146/90.

Strike from 00.01 to midnight for all or part of the working day for those working on the motorways and ANAS (minimum services to ensure road safety will be guaranteed), goods transport and logistics (transport of essential goods and products will be guaranteed), ports, fire guards, railway contractors (train cleaners, stations, catering, night train attendants), car hire with driver and without, cable cars and funeral transport.

Ita Airways 68 flights already cancelled

Due also to the strike of the ground services Sea Airport handling and Aviapartner at Linate, Malpensa and Venice airports, Ita has already cancelled 68 flights, of which 18 international and 50 domestic. A list of all cancelled flights can be found on the airline's website.

Passengers who have purchased an Ita Airways ticket to travel on 29 November, in the event of cancellation or change of schedule of their flight, may change their reservation without penalty or request a refund of their ticket (only if the flight has been cancelled or delayed by 5 hours or more) no later than 4 December by calling +39 06 85960020 from Italy and abroad, or by contacting the travel agency where they purchased their ticket.

Mit, TAR rejects appeal by trade unions against unionization

Meanwhile, the president of the third section of the Tar (Regional Administrative Court) has rejected the urgent appeal promoted by some trade unions against the strike precept signed by Matteo Salvini. This was announced by the Ministry of Transport, stating that the minister expressed 'great satisfaction'. 'I defend the Italians' right to mobility,' said Salvini. For their part, CGIL and UIL let it be known that 'the urgent appeal against the precept of the strike rejected by the TAR, which has been reported in the press, is not the one presented by CGIL and UIL'.
