Cdp call on university housing: applications by 29 June

Phase two for the university housing operation linked to the NRP, which aims to secure 60,000 new beds by the new deadline of 15 May 2027. Cassa Depositi e Prestiti's call for tenders has been published for public and private investors who can contribute new student accommodation from 12 noon today until 11.59pm on 29 June. With the additional commitment to send the deed of obligation by 15 July 2026. At stake are EUR 599 million from the National Recovery and Resilience Plan.

The work to make the beds available must be completed by 15 May 2027. Following the provision of the student halls of residence, Cdp will be able to make a non-repayable financial contribution of up to EUR 20,000 per bed by 30 June 2027.

Each application for admission must provide at least 18 new beds per residence and the properties must be located in the territory of provincial capitals that are home to universities or neighbouring areas. Managers of the facilities will be required to guarantee rates at least 15% lower than average market values and to reserve at least 30% of the beds, at further reduced prices, for able and deserving off-campus students, even if they lack means. In addition, the prevailing use of the buildings for accommodation or residence for university students must be ensured for 12 years.

In addition to Fintecna, Cdp will cooperate with the Agenzia del demanio for all checks on the properties. An investment committee composed of five external members, one of whom will be designated by the ministry as chairman and four by Cdp, chosen from among individuals with proven and high professional qualifications, will be in charge of checking the eligibility of applications for access to grants and the other activities envisaged in the call for proposals.

The modalities of participation in the call will also be explained in a series of webinars. The first appointment is scheduled for 4 February.
