Cannabis: Germany becomes Europe’s largest regulated market

Germany has become Europe’s largest regulated cannabis market following the partial liberalisation introduced in 2024.
According to the Financial Times, imports of medical cannabis have increased more than six-fold, rising from 8,143 kilograms in the first quarter of 2024 to 50,539 kilograms in the first quarter of 2026.
A study by the University of Hamburg estimates that in 2025, over 200 tonnes of cannabis were available in Germany, of which 2.6 tonnes were produced domestically. In the same year, the market was worth around 997 million dollars, according to Prohibition Partners.
The reform remains at the heart of the political row. The government is considering tightening access to medical cannabis to curb the misuse of prescriptions. The Hamburg study also reports an increase in cannabis-related hospital admissions, whilst overall consumption has remained broadly stable and cannabis-related offences have fallen by around two-thirds.
