Calderone: an ad-hoc commissioner to fight the 'caporalato' (forced labour) industry

This was said by Minister of Labour Marina Calderone speaking at the 'Forum in masseria' in Manduria, on Bruno Vespa's estate (organised together with the company Comin& Partners). To combat illegality in the world of work, 'between 2024 and 2025 we will strengthen the inspection force by around 1,200 new inspectors,' the minister added.

"The percentage of irregularity in agriculture is over 60 per cent, it is not only black labour but there are a series of irregularities of various kinds, formal, administrative, up to cases of exploitation". This was reiterated by the Minister of Labour, Marina Calderone, speaking at the 'Forum in masseria' in Manduria. This was stated by the Minister of Labour, Marina Calderone, speaking at the 'Forum in masseria' in Manduria, on Bruno Vespa's estate (organised together with the company Comin& Partners). Calderone also recalled the maxioperazione di ispezione nel settore agricolo triggered last Wednesday throughout Italy, which deployed 1,200 inspectors and carabinieri. For the minister, the 'framework of action' to combat irregularities put in place by the government, which also provides for the hiring of new inspectors, 'means combating illicit phenomena with important tools, giving the inspection forces the possibility of being able to read the data, put them in relation and make an important intelligence to find situations that speak of illegality and exploitation'.

Calderone: between 2024 and 2025 another 1,200 new inspectors to combat illegality

To combat illegality in the world of work, "between 2024 and 2025 we will strengthen the inspection force by around 1,200 new inspectors," the minister added. "We had already made an intervention with the Pnrr bis decree law that we converted and now in the agriculture decree we have unlocked the hiring of the inspection contingent of Inps and Inail with another 500 inspectors," she recalled.

"Against the caporalato synergies and ad hoc commissioner"

But against 'caporalato', 'to be able to intervene in such a complicated context, and made complex by territorial conditions, the important thing is the synergy between subjects with different competences. So, in addition to the Ministry of Labour, there is also the Ministry of the Interior and the Ministry of Infrastructure. And the work of a commissioner who has special skills is necessary in order to be able to intervene in a liaison activity between administrations that have different competences but all equally necessary'.

"Superbonus created unqualified companies"

.

Even in the construction sector, not only in agriculture, there are many irregularities. Calderone explained that 'a system linked to the need to make haste, and thus cope with requests, has come into being,' and the Superbonus 'has had a big impact on this by creating unqualified companies'. This is why we need to 'work and invest on the qualification of companies,' he added.

"In October implementation decree on building credit licences"

.

The minister also reiterated that 'we have incorporated the credit licence in construction into law, we are ready to present the draft implementing decree to the social partners next week, and in October it will come into operation, as will the compliance list on virtuous companies'.

"More permanent posts"

.

The current trend is 'an increase in permanent jobs and the conversion of fixed-term contracts' into permanent contracts, i.e. 'companies are investing,' urged the minister, for whom we must not, however, 'continue to demonise fixed-term employment by saying that it is precarious', because 'we take away the good flexibility that companies need to manage seasonal peaks'. In view of 'the important demographic issue, we must know how to use all the tools with great appropriateness because we need more people at work also to guarantee the maintenance of social security accounts', health and welfare 'which are a corollary to pay'.

"It is not true that there is no work, companies have 1.5 mln vacancies"

"I absolutely disagree that there is no work. The numbers tell us this clearly. Companies have 1.5 million jobs available, we have to find the workers and we cannot afford to have 2 million young people not studying and not working," added Calderone, for whom it is important to connect the worlds of school and work" and also for this reason he points to the creation of "an Observatory, to know which workers I will need in 5-10 years, to understand where the work is going, what the work will be".

"We are working to revise aspects of the flows decree'

.

'I confirm that we are working to revise the flows decree,' added Calderone, on the sidelines of the 'Forum in Masseria'. "The flows decree we approved is a three-year one. We have always said that we would revise above all the ways in which a residence permit is granted today. I have never been in favour of a click day, because it does not qualify the job offer and leads to an unfair distribution of job opportunities entrusted to permits, on this I confirm that we are working on it,' Calderone said. "Just as we are working to enhance that other aspect of the Cutro decree, for entry into Italy through regular channels we have operational agreements in which we have involved employer associations and social partners with southern Mediterranean countries to train workers in their countries of origin and get them to Italy through regular channels with a distribution that is consistent with what companies are responding to," the minister added.

"Ia, from repressive regulation risk negative effect"

.

As for the possibilities offered by artificial intelligence, 'overly repressive regulation' in the world of work 'could have a negative effect, in an international context in which we have to deal with countries that have a different approach and are more aggressive on the market, on the competition front'.
