From the ranking of the banks most present in the territory to the modification of the rules on the assignment of treasury services to local authorities. There are interesting proposals in the draft document produced by the working group on banking desertification created within the Cnel.

The closure of branches is only one part, albeit the most important, of a phenomenon of desertification of services, both public and private, that is occurring in small communities, far from urban centres, due to depopulation and population decline.

The working group was set up last April and is coordinated by Cnel's presidential advisor, Paolo Pirani: 'This report brings together the contributions of the various experts involved in the working group, offering an overview of the proposals made and international best practices.

In mid-December, the Cnel assembly will examine the draft. At that point, after approval, the proposals made will be the basis for legislative initiatives on the issue of the desertification of services.

On the branch side, in the draft there are the proposals put forward by the credit union confederations First-Cisl, Fisac-Cgil and Uilca; these include the establishment of regional observatories on banking activity and, above all, 'the establishment of sustainability rankings of banks related to physical presence and/or the certified implementation of digital customer education programmes'.

Furthermore, the banking unions refer to the English model where the FCA, the equivalent of our Consob, must guarantee customers 'reasonable access to cash deposit and withdrawal facilities'.

In the draft document, there are also proposals from Abi and Federcasse, on the employers' side. First of all, there is the 'use of technological innovations that allow Pos to evolve with functions similar to those of Atm'.

Even more important, however, is the request to amend the regulations on the assignment of local authority treasuries 'by rethinking the rule that has taken the assignment of treasuries away from public tenders, which can also be assigned by private treaty to non-banks, thus taking away activities and economic interests that are useful for the presence of bank branches in municipalities with smaller populations'.

Another request from Abi and Federcasse is to "strengthen internet connections, ensuring their stability and broad coverage in order to further develop the offer of electronic and telephone banking services to serve the customer segment that prefers digital applications".
