The president of the Liguria Region Giovanni Toti has been arrested on corruption charges. Toti was caught up in a house arrest custody order ordered by the Genoa police in an investigation by the public prosecutor's office led by Nicola Piacente regarding the regional consultations in September 2020. "I cannot make statements, you know that," the governor confined himself to saying as he left his Genoa flat with the Guardia di Finanza to go to the barracks of the Fiamme gialle.
Gip: Toti made function available
."On the occasion of and in conjunction with the four electoral competitions that followed one another" in 18 months, "Toti, pressed by the need to find funds to face the electoral campaign, made his function and powers available for the benefit of private interests, in exchange for funding, repeating the mechanism with several entrepreneurs". This was written by the Genoa Gip in the pre-trial detention order against the governor of Liguria and other suspects for corruption.

With regard to the President of the Liguria Region Giovanni Toti, who is under house arrest on charges of corruption, the precautionary needs appear to be present due to 'the current and concrete danger that the suspect will commit other serious crimes of the same kind as those for which he is being prosecuted and, in particular, that he may reiterate, on the occasion of the next elections, similar corruptive conduct, putting his function at the service of private interests in exchange for benefits for himself or others,' writes the gip, for whom 'these precautionary requirements can be inferred, essentially, from the very modalities of the conduct from which an evident systematic nature of the corruptive mechanism transpires,' as stated in the 650-page order.

Giovanni Toti, for having 'solved' a building file relating to the Punta dell'Olmo property complex of interest to Aldo and Roberto Spinelli and pending at the regional offices, on 15 February 2023 'asked and obtained from Aldo Spinelli the promise of further financing'. This is what can be read in the 654 pages of the pre-trial detention order issued by Genoa's Gip, Paola Faggioni, which also placed the president of the Liguria Region under house arrest for corruption. 'Look we've solved the problem for your son on the Celle house plan... now we're doing the paperwork, you can build... we solved it this morning. When are you inviting me on the boat? So we can talk a little now that there are elections, we need a hand...,' Toti says in the interceptions. 'Whenever you want! You tell me when you want... Come every day, I'm on the boat,' Spinelli replies.
