He is the current general director of Sogei, Paolino Iorio, the manager of the in-house company of the MEF, arrested in flagrante delicto by the Guardia di Finanza while pocketing a 15,000 euro bribe from a contractor, yesterday evening, 14 October, in Rome. The activity is part of the Capitoline prosecutors' investigation in which the crimes of corruption and bid-rigging are alleged. Among the suspects (18 individuals and 14 legal entities) is also Andrea Stroppa, born in 1994, believed, according to the Gdf, to be Elon Musk's "contact person in Italy", the recipient of alleged confidential information from ministerial meetings.
The companies listed in the indictment are Italware srl, Dimira srl, Olidata spa, Sferanet srl, Itd solution spa, Digital Value spa, Innovery spa, Vipa Impiantti srl, Buildings Vamp srl, Albamar srl, Samar srl, Business solutions srl, Mondostore srl and Ismart srl.
What Sogei, the Mef's technology partner that manages tax reports, does
Iorio, who is under house arrest, is charged with the offence of bribery because with 'several acts of the same criminal design,' the indictment states, 'in his capacity first as director of infrastructure and data centre engineering and subsequently as managing director of the publicly-owned company, he unduly received, on several occasions, sums of money from Massimo Rossi' of the companies Italware srl and Itd Solution spa, for the performance of his duties. In particular - according to the deputy prosecutors Paolo Ielo and Giuseppe Cascini, who coordinated the investigations by the Guardia di Finanza of Rome and the Nucleo valutario - Sogei "undertook to purchase products and services" from the companies "for a total value of EUR 98.6 million (from Italware srl) and EUR 5.7 million (from Itd Solution spa)", as shown by invoices issued on 1 January 2023.
Branch corruption in multiple ministries
.In a report included in the files of the investigation by the Rome Public Prosecutor's Office, which alleges the crimes of corruption and bid-rigging and which today led to a series of searches, the Guardia di Finanza (financial police) speaks of a 'complex corrupt system with various protagonists and ramifications within the Ministry of Defence, within Sogei, and finally within the Ministry of the Interior'. Interceptions of the utilities in use by the businessman arrested together with Sogei's managing director have 'revealed contacts and meetings with a certain "Antonio della Difesa" "subsequently identified as a captain of the Navy frigate", Antonio Angelo Masala. Already '"from the first meetings it emerged that the military man, in order to carry out his role in the context of a supply, advanced requests for compensation as well as - it is said in the report - the hiring of a person by one of the companies managed by the contractor'.
