Court of Auditors on the NRP: it is on track, but critical infrastructure issues remain

The implementation of the measures of the NRP and the National Complementary Plan (NCP), examined on a sample basis in 2025, is substantially in line with the objectives agreed at European level, albeit with some criticisms in specific areas. This is the finding of the report on the state of progress, at the end of 2025, of 34 measures of the NRP and 4 programmes of the NCP, approved by the central control section on the management of state administrations of the Court of Auditors.

"The control activity," says the high accounting magistracy, "has followed procedures consistent with the timeframes for the implementation of the Plans and has focused, among other things, on the digitalisation of the public administration, health protection, the efficient use of water resources, the strengthening of rail links and road safety, the promotion of renewable energy and social inclusion policies. The overall observed area amounts to about EUR 87.78 billion, or 39.55% of the NRP and NCCP resources, net of deficits; in 2025 alone, the audits covered about EUR 29.87 billion, or 13.46% of the resources of the two Plans.

"An analysis of the official databases," the Court of Auditors continues, "and in particular of the ReGiS system, shows that, on the whole, the achievement of the NRP targets is in line with what was defined at the European level, also in light of the changes made. While in the area of digitalisation, progress is above the planned targets, in the area of the environment and infrastructure, critical issues persist for some measures that have been reshaped in terms of time, which confirm the implementation difficulties already previously reported by the accounting judiciary. For investments in sustainable mobility, on the other hand, the risk of uncompleted works has been indicated, due to the downsizing of some measures. In the health sector, moreover, the measures for the Community Homes and Hospitals are in line with the planned targets, while there are still needs for acceleration for some components related to the modernisation of the hospital technological and digital park'.

"With regard to the npnr, finally, although most of the work has started, some residual implementation difficulties make it necessary to revise the timetables, especially in the presence of several implementing entities or articulated governance structures. Starting from 2023," the accounting judiciary observes, "the changes introduced to the NRP have made its implementation more realistic, but the risk remains that the continuous financial and planning reshuffling will affect the initial approach of some measures. In view of the concluding phase, the Court recalls the need to speed up the interventions underway, while ensuring the future sustainability of the infrastructures and services put in place, as well as the adoption of suitable instruments to detect the benefits actually produced for the community'.
