Crime, 30% of crimes in large centres: the geography of security
Crime index 2024. On the podium are the three metropolises with over 6 thousand episodes per 100 thousand inhabitants, followed by Rimini. Compared to 2019, slight increase (+4.9%) in Milan, leap (+16.7%) in the Capital. Boom in robberies in Florence

Slightly less than one in three complaints (30%) in 2023 were filed in the capitals of the 14 metropolitan cities. More specifically, 15 per cent of crimes are detected within the municipalities of Milan and Rome.
The concentration of crime pushes the two metropolitan centres to the top of the Sole 24 Ore crime index, sorted according to the number of complaints per 100,000 inhabitants: Milan confirms itself as the area with the most complaints (7,093 per 100,000 inhabitants), followed by the Capital, which jumps from third to second place with an 11% year-on-year increase (6,071 complaints per 100,000 inhabitants).
Just below: Florence (3rd), Rimini (4th), Turin (5th), Bologna (6th), Prato (7th), Imperia (8th) and Livorno (10th). Among the few new entries is Naples (12th), which gives way to Venice (9th) among the top ten provinces by number of crimes recorded in 2023.
The weight of the metropolitan areas (and of the more touristy cities) should not come as a surprise: Milan and Rome are home to around 13% of the Italian population, and the presence of visitors and city users who often become the target of predatory crimes, such as theft or robbery, plays a key role in the frequency of offences, adding to the statistics. "Rimini's data," says Rimini Prefect Paola Cassone, "is strongly influenced by the increase in crimes during the summer period due to the influx of people to the Riviera, which is accompanied by the strong civic sense of the people of Romagna.
Milan ranks first, among the 106 provinces mapped by the data of the Department of Public Security of the Ministry of the Interior, for the number of reported thefts in relation to the population, second for robberies, third for sexual violence and fifth for drug-related crimes. Overall, reported crimes in the metropolitan area are slightly increasing: +4.9% compared to pre-Covid. On 2 October 2023, almost a year ago, the mayor Beppe Sala appointed the former chief of police, Franco Gabrielli, as delegate for security and social cohesion and right now the Lombard capital is discussing the possible change of local police commander. Among the knots are the failure to reach the target of 500 extra officers on the territory (the number of resignations is higher than expected) and the increase in the number of policemen on patrol in the evening and night shifts, for which the tug-of-war with the unions is still ongoing.
