Fighting crime, 19 million for video surveillance in municipalities
Applications at the start in the Prefecture. Cameras are to be placed ex novo
Key points
The endowment made available by the Ministries of the Interior and of the Economy and Finance to municipalities for the installation of video surveillance systems amounts to 19 million. The cameras must be installed ex novo: it will not be possible to replace or maintain systems that have already been set up. Applications must be submitted to the Prefecture within 90 days of the decree's publication in the Official Gazette, i.e. from 26 May.
The beneficiaries
In addition to municipalities, unions, associations and consortia of municipalities can apply. In any case, it is necessary that the entity:
- has signed the pacts that identify, as a primary objective for preventing and combating crime, the installation of video surveillance systems;
- has not received funding in the three previous procedures
- have obtained the approval of the projects at the Provincial Committee for Public Order and Security;
- demonstrate that they have the availability of the sums, duly entered in the budget, or undertake to enter those necessary to ensure the maintenance of the systems and technical equipment for at least five years from the completion of the interventions.
If the amount using state resources exceeds 250,000, the benefit cannot be obtained, while the amount of technical expenses - net of cash and VAT - may not exceed 15% of the amount that will be put up for tender. Finally, requests for funding from the autonomous region Trentino-Alto Adige are not allowed.
Timing and Financing
The requests will be evaluated by a Commission that will attribute a score on the basis of the crime index, the numerical entity of the resident population and the percentage ratio between the amount of the proposed co-financing and the total amount. On the basis of the scores, a ranking list will be drawn up, which must ensure compliance with any differentiated allocations in favour of the municipalities of Abruzzo, Molise, Campania, Basilicata, Calabria, Apulia, Sicily and Sardinia.
The winning municipalities will be notified by the Prefecture and within 120 days they must make the projects executive, unless an extension is granted by the Prefecture after a motivated request. The willingness to enter into the contract must be assumed within the next 30 days: public evidence procedures will then be initiated, under penalty of forfeiture.
