Defence: the role of auxiliary carabiniere in the voluntary reserve is introduced – everything you need to know
This is the main change in the defence sector set out in the budget. We are talking about 600 personnel for 2027 and 1,000 for each year from 2028 onwards
Key points
The “Defence Reserve Forces” are being introduced as a pool of trained personnel ready for immediate deployment to meet the Armed Forces’ support and integration needs, and to ensure defence capabilities are brought up to standard. This is the main new development in the defence sector provided for in the budget bill. We are talking about 600 personnel for 2027 and 1,000 for each year from 2028 onwards. The draft Budget Bill will now be examined by the Chamber of Deputies at first reading.
Personnel belonging to the auxiliary Carabinieri reserve, in addition to their military duties, are deployed on operational and training assignments within the units of the Carabinieri, throughout the country and generally on a regional basis, in accordance with their length of service and the professional expertise they have acquired. They are therefore not deployed on international missions.
The budget
The budget bill establishes, within the Ministry of Defence’s budget estimates, a specific fund with an allocation of 26,430,000 for 2027, 423,240,000 for 2028, 434.9 for 2029, 299.1 for 2030, 242 for 2031 and 218.2 euros annually from 2032 onwards. These resources are intended to finance the adoption of specific regulatory measures aimed at implementing the ‘Defence Reserve Forces’. This consists of a pool of trained personnel who can be deployed at short notice to meet the Armed Forces’ support and integration requirements, and to adapt defence capabilities. The Fund is also supplemented, to enhance defence operational capabilities, with €206 million for each of the years 2027 and 2028 and €171 million annually from 2029 onwards.
Recruitment of young people for military service and auxiliary roles
The measure amends the ‘Military Code’ in order to establish and regulate the role of auxiliary carabiniere in the voluntary reserve. The category of enlisted personnel also includes auxiliary Carabinieri in the voluntary reserve, as well as auxiliary Carabinieri cadets in the voluntary reserve.
Incentives
The scope of the provisions governing the granting of non-financial benefits provided for compulsory military service is extended to include those who have served in the military as auxiliary carabiniers in the voluntary reserve for at least twelve months.
