Kirill Dmitriev, Russia's presidential adviser on foreign investment and one of the negotiators with the US, said that a tunnel linking Russia and the US across the Bering Strait, which he proposed last autumn, will be built and announced an "agreement" expected to be signed tomorrow to continue the design.
