Giorgetti: 'No corrective manoeuvre needed. GDP at +0.6% in 2025".

The Italian public administration has experienced 'dramatic years', suffered a turnover freeze and lost 300,000 people. Now the situation has changed: in 2023-24 450 thousand people have been hired and in 2025 there will be another 150 thousand. This was stressed by the Minister for Public Administration, Paolo Zangrillo, speaking at the Teha Forum in Cernobbio. Zangrillo added: 'We have digitised our competition procedures, it used to take us two and a half years to hire a civil servant, now we have moved to four months. The news is that for the first time the Pa is growing. I found the Pa on a rather dangerous slope: 6 hours a year was the average training time, now we are at 36 hours and the goal is to reach 40 hours a year'.

"The price of energy is the main issue: Europe pays much more for it than the US and China. Within Europe, Italy is the one that pays the highest bill. We must take action, because when we talk about the competitiveness of companies, we cannot just talk in terms of orations, we must take action'. This is what the president of Federacciai, Antonio Gozzi, said in connection with Adnkronos at the Teha forum in Cernobbio.

"The seven people arrested in Milan during the last investigation were arrested by order of the Gip, at the request of the Prosecutor and released by the Court of Freedoms. They would not have been arrested if my reform had come into force, because the pre-trial detention would have been issued by the collegiate court. You have seen: now everything is being paralysed as a result of these investigations, investigations that are due, but having people who are arrested and after 10 days are released does not look good for the image of justice'. The Minister for Public Administration, Paolo Zangrillo, will meet with the unions 'in the next ten days, both for the local authority contract and the education contract' and has good feelings about the possibility of closing these contracts, because 'the dialogue that we have begun in the last month and a half with the unions makes me think that this opportunity actually exists'. Zangrillo added: "We have renewed most of the contracts of the 22-24 round thanks to the huge resources that the government has invested, 20 billion in two years. On a possible tax on banks' extra-profits, also raised by Angelo Bonelli of AVS, for Elly Schlein "we must first see what the government brings to the table, because I remember that the last time they talked about a tax on bank extra-profits in the end the government basically made a time loan to the banks. So,' the PD secretary concluded on this point, on the sidelines of the TEHA Forum in Cernobbio, 'we have to see what they bring to the table'.

In Cernobbio, the Minister of Transport and Infrastructure presented a plan with '204 billion in investments' in public works. "This," he explained, "is 10% of GDP and ranges from energy to railways, from technological development to metropolitan cities, without neglecting regional rail networks, safety, and accessibility to stations. 'Nearly 4 billion have been invested for the Milan-Cortina Olympics, 2 million visitors are expected with 800,000 tickets already sold. We are reasoning about the aftermath, to avoid the drama of the post great event'. This was stressed by the deputy prime minister, Matteo Salvini, in Cernobbio (Como) for the Ambrosetti forum.

In 2024 almost one Italian in four (23.1%) was at risk of poverty and social exclusion - one of the highest values in Europe - with 1.3 million minors already living in absolute poverty (+47% in the last ten years). According to estimates, if Italy were to align itself with the best European practices in terms of inclusion in education, it would be possible to create up to 48 billion euro of additional GDP and reduce the number of people in poverty and social exclusion by about 2 million. "In his interview with Il Sole 24Ore Filosa said that the meeting with the government will be held in the coming days. As far as I am concerned I will meet with him tomorrow and on the same day I will also meet with the Anfia association'. This was stated by the Minister for Enterprise and Made in Italy, Adolfo Urso, to Tgcom24 at the Ambrosetti Forum in Cernobbio. The minister commented positively on the words of the Italo-French carmaker's number one released to the Sun: 'With the new governance that has brought discontinuity with the past, Stellantis is back with its head in Italy and has espoused the positions of the Italian government that it first brought to Europe: that is, technological flexibility and therefore not just electric. Finally, the European carmakers and Stellantis are also in tune with the Italian government's proposals'.

"If a part of the 46.5 billion in profits" of the banks "that derive from state guarantees, if a small part of these enormous accumulated assets returns to the circuit of families and businesses, I think the banks themselves can only be proud". More than 80% of the audience at the Ambrosetti Forum currently taking place in Cernobbio (Como), Italy, praised the Meloni Government's policies. Of the more than 200 managers and entrepreneurs interviewed, on a scale of 1 to 9 (from very negatively to very positively), more than 80% positively judge the work of the Meloni government at mid-term. Compared to the opposition, the performance is judged negative by a large majority of more than 70%.

Alfredo Ambrosetti, the founder of the Cernobbio Forum, now in its 51st edition and taking place these days at Villa d'Este, has died. Ambrosetti was 94 years old. He was born in Varese on 25 June 1931 and was the founder in Milan of one of the first business consulting firms in Italy, Studio Ambrosetti. In 1974 the idea of the Forum was born. In 1975 the first edition.

"I met with Confindustria president Orsini a few hours ago at the ministry. A work site has begun with the aim of achieving, in the budget session, the necessary interventions both in terms of financial resources and simplification of procedures that will allow us to better support the industrial system," This was said by the Minister of Enterprise, Adolfo Urso, at a press point on the sidelines of the Teha Forum in Cernobbio. On US-EU tariffs, "some further news has arrived in these hours" in relation to "the implementation that is being developed" that "could further improve this type of work" and "strengthen" the agreement. Thus the executive vice-president of the EU Commission, Raffaele Fitto, speaking at the Ambrosetti Forum underway in Cernobbio. Therefore, according to Fitto, on the one hand as Europe we must focus on the "concreteness of the best possible agreements" and on the other on the "possibility of expanding the scope of trade" of the Old Continent with other countries.

"We are looking at autumn and winter and I must say that we are quite calm on storage. Definitely calm on national storage, we are almost 90 per cent,' he said. This was stated by Italy's Minister for the Environment and Energy Security, Gilberto Pichetto Fratin, on the sidelines of the Ambrosetti Forum in Cernobbio. Regarding the price of gas, the minister stressed that 'for Europe, the level of storage for the winter is important, but then it depends on the pipelines. If they all work, there should be enough peace of mind and this should also affect the price'. On the possibility of increasing the supply of LNG from the US, Pichetto replied: 'it depends on the price. The US is currently offering gas on the market at a fairly competitive price. There is less risk in having it from the West than in having it from the East. Not least, there are important operators at a national level that have turned to the US and are doing everything they can to facilitate us'.

"I am thinking of postponing the date" for the closure of coal-fired power plants in the country, initially scheduled for 31 December 2025. This was stated by Italy's Minister for the Environment and Energy Security, Gilberto Pichetto Fratin, on the sidelines of the Ambrosetti Forum in Cernobbio. "I said it very clearly: we no longer produce electricity from the coal-fired power plants, Brindisi and Civitavecchia, which according to forecasts were not only to cease at the end of 2025 but to be dismantled. The decommissioning forecast was a decision made at the end of the previous decade, i.e. 2017. It is clear that compared to then we have war in Europe, a difficult situation in the Mediterranean, international balances that move from hour to hour. Therefore I have said that I no longer intend to dismantle coal-fired power plants on the continent but to keep them as reserves for emergencies. I believe that no one today is able to guarantee safety and that can be an element that guarantees it,' he added.

"The democracies of Europe are capable of finding within themselves motivations and initiatives not to succumb to the fable of a superiority of autocratic regimes, not to give in to the idea of a torn world, composed only of adversaries, enemies, vassals or clientes, nor to the idea of fragmented societies". So says President of the Republic Sergio Mattarella in his video message at the Cernobbio forum.

On the subject of tariffs 'we continue on a path that is to improve this agreement more and more'. Thus the executive vice president of the EU Commission, Raffaele Fitto. "If the question is would you have preferred not to have tariffs, the answer is clear. The issue is that, under the given conditions, it seems to me that Europe has obtained an agreement that is certainly one of the best ever compared to the others that have negotiated with the US on the subject of tariffs,' stressed Fitto on the sidelines of the Cernobbio Forum.

"We have to work and we will work to improve second-level bargaining in terms of strengthening and expanding the welfare tools to be made available to male and female workers and their families, and to broaden the thresholds of taxation that are already facilitated, including more items". This was stressed by the Minister of Labour, Marina Calderone, on the sidelines of the Teha Forum in Cernobbio. "When we talk about welfare," she added, "we are also talking about attention to family support, parenting, and the management of the moments when we have to distribute responsibilities in caring not only for children but also for non-self-sufficient family members.

"We believe that the current structure is not the optimal one, so we continue to work to achieve an industrial structure of the network that is better and more efficient for everyone". Thus on the sidelines of the Cernobbio Forum, Cdp CEO Dario Scannapieco on the single grid.

"I believe that yes, an opening of the capital would be positive for us". So said Nicola Monti, Edison CEO, on the sidelines of the Ambrosetti Forum organised by The European House in Cernobbio, on the hypothesis that Edf will proceed with a new listing of its Italian subsidiary. "It is not our decision as management," Monti continued, "obviously I can only say that if there is a reflection in this sense, we are ready because if it were a capital increase we are already listed with savings so we already have all the organisation that complies with the requirements of Consob regulations.

Cernobbio rejects the foreign policy actions of US President Donald Trump. During the "Country Focus USA" session at the 51st Teha Forum underway at Villa d'Este, 56.4% of the more than 200 managers and entrepreneurs present expressed a negative opinion. By contrast, 15.3% gave a positive opinion.

The government is working to encourage contractual renewals and to expand the thresholds and ceilings for subsidised taxation of second-level contracts. This was said from Cernobbio to the microphones of Tgcom24 by Marina Elvira Calderone, Minister of Labour, who, responding to a question on wages stressed: "I believe that there are interventions that are necessary at this point". The minister recalled that wages have lost purchasing power over the years 'but in the last three years we are regaining it: we need to stand by the companies and workers and we will certainly do so' The minister said that it is necessary 'to strengthen first-level bargaining, supporting good bargaining and the trade unions' ability to renew expiring contracts, giving support to renewals: we are working on this. On the other hand, we have to achieve that which promotes flexibility in the company, the second level and corporate welfare. Widening the thresholds and ceilings of subsidised taxation for the second level is one of the objectives that we will pursue in the coming months'. Then there is welfare, which is increasingly important, considering 'the fact that young people today look to work not only as the beginning and end of their lives, but to live a peaceful life'.

"Today more than ever, the forces of the economy and labour are aware that the European lever is decisive. There is a need for stronger European institutions, for governments capable of not giving in to dangers and regressions that are not ineluctable. Europe, with its civilisation achievements, is the witness that we can, and must, pass on to the new generations", says Sergio Mattarella in the video message sent to the Cernobbio forum. "The defence of European civilisation - at one with the development of its society and economy - requires the courage to take a leap forward towards unity. We are all called upon to contribute to this enterprise. Thank you for the contribution that the participants in the Forum will make,' he concludes.

"We need to accelerate work to unleash the true potential of the single market. This is particularly true for the still underdeveloped single market for services. We must recognise that EU businesses are subject to overly complex regulations and that excessive administrative burdens are holding back our economy. We must be determined to break down barriers and enforce laws to unlock the Single Market.

We must do more to integrate European capital markets and better channel our households' savings, estimated at 10 trillion euros, into productive investments that will ensure our future prosperity". So said EU Economy Commissioner Valdis Dombrovskis, at the Teha Forum in Cernobbio, during a panel at the symposium on Lake Como.
