Extending the possibility of access to early retirement with the 'crutch' of the possible annuity from the complementary pension also to workers who worked before 1996. This is the next move on the pension front on which the vice-chairwoman of the Chamber of Deputies Labour Committee, Tiziana Nisini (Lega), who is responsible for the amendment to the Budget Law 2025 that introduced the new criterion for early retirement at 64 years of age and 25 years of contributions paid for the supplementary pension, is working. "Pension reform is a legislature goal," he explains to Parliament 24, and the amendment to the Manoeuvre on early pensions approved by the Budget Committee on 17 December outlines "the basis for the future path. What we would like to do is to extend the plateau also to pre-96, thus including all those workers who have a mixed contribution regime'.

The new channel of access to early retirement, which in the first instance will affect, from next year, only 'fully contributory' workers, i.e. those employed since 1 January 1996, reflects the majority's efforts to 'maintain the focus on the stability of the pension system and on public finance constraints', Nisini emphasises, 'and marks a new path in the Italian pension system'. It is a measure that has perspective, he continues, 'in the sense that it serves precisely to bring young workers or even those who are working but who have not yet joined the complementary pension scheme closer to it'.

'Joining pension funds can be done at any time in one's working life, young people can do it, even those who have already been working for years can do it. And having given this possibility gives an extra option to those who want to go and want to retire at an early age. So it is something extra that is in addition to what was there before,' Nisini recalls in another passage of the interview in which she summarises the requirements, the scope and the application modalities of the new pathway to early retirement based on the possibility of using any income from the supplementary pension for the purposes of reaching the monthly threshold of the social allowance established for access to the old age pension.
