The long wait for the new eco-incentives for car purchases is not over. But by now the contents of the new round are defined, starting with the restrictions on vehicles that can be scrapped.

Urso: still a few weeks to go

More than five months after the government's first announcements, we are still at the stage of the Court of Auditors' assessment of the Prime Minister's Decree (Dpcm). The Minister of Enterprise and Made in Italy, Adolfo Urso, for his part, in an interview with Sole-24 Ore on 4 May, spoke of just a few weeks for the new contributions to start. After the go-ahead from the Court of Auditors, it should be recalled, it will still be necessary to wait for the publication of the Dpcm in the Official Gazette and the preparation by Invitalia of the online platform on which the concessionaires will be able to book the incentives.

The constraint on scrapping

Meanwhile, the final version of the Dpcm confirms, as for the old incentives, the constraints on the cars that can be scrapped. Article 5 of the Dpcm specifies that for any type of incentive one wishes to benefit from - cars, scooters, light commercial vehicles, and in the case of both physical persons and legal entities - the vehicle delivered for scrapping must have been registered for at least 12 months in the name of the person who owns the new vehicle or alternatively in the name of one of his or her cohabiting family members on the date of purchase. In the case of leasing, the restriction applies to the lessee or one of his cohabiting family members.

Car incentives

In the absence of scrapping, there is a contribution of 6 thousand euro in the 0-20 bracket, 4 thousand in the 21-60 bracket while there is no bonus in the third emission category. The amount rises progressively if the vehicle is scrapped, depending on how old and therefore polluting it is. Scrapping a Euro 4 will qualify for 9,000 euros in the 0-20 bracket, 5,500 in the 21-60 bracket and 1,500 in the 61-135 bracket. With a Euro 3 you go to 10 thousand euros, 6 thousand and 2 thousand euros. With a Euro 0, 1 or 2 there is a jump to Euro 11 thousand, Euro 8 thousand and Euro 3 thousand respectively. For all these incentives there is a maximum price threshold for the model that can be purchased, excluding VAT, set at 35 thousand euro in the 0-20 and 61-135 emission bands and 45 thousand euro in the intermediate 21-60 band. In the case of the first two emission bands, a 25% surcharge is triggered for individual members of a family nucleus with an Isee under EUR 30,000, thus going up to EUR 13,500 for electric cars. For low-income earners there is also the possibility of accessing the scheme by scrapping a Euro 5 car, in which case the bonus is 8,000 euro in the 0-20 band and 5,000 euro in the 21-60 band.

Used cars, motorbikes, vans

Incentives are also available for the purchase of used cars, Euro 6 with emissions up to 160g/km of CO2 and a price up to 25 thousand euro: 2 thousand euro by scrapping a vehicle from Euro 0 to Euro 4. For electric motorbikes, scooters, tricycles and quadricycles, there is a 30% contribution up to 3,000 euros, rising to 40% (up to 4,000 euros) with the scrapping of a Euro 0 to Euro 3 vehicle.500 euro, but only on condition that the seller offers an additional reduction of at least 5 per cent and that a Euro to Euro 3 vehicle is scrapped. For commercial vehicles, the bonus grid is more articulated, taking into account fuel, total mass on the ground, and the presence or absence of a vehicle to be scrapped. It ranges from a minimum of one thousand euro (under 1.5 tonnes, endothermic engine with scrapping) to a maximum of 18 thousand euro (between 4.25 and 7.2 tonnes, electric or hydrogen with scrapping). For all incentives, dealerships will directly recognise the contribution and recover it as a tax credit.

Long-term rental

For natural persons, a subsequent Mimit decree will establish the extent of the contributions provided for a long-term rental contract (at least 3 years) of a car up to 135 g/km CO2. Legal persons, on the other hand, are only eligible for incentives for part of the package: cars in the 0-20 and 21-60 range; motorbikes, scooters, tricycles and quadricycles. Commercial vehicles are reserved for SMEs engaged in the transport of goods on their own account or for third parties. In the case of legal persons, the vehicle must be registered in the name of the beneficiary and ownership must be retained for 24 months. In contrast, the retention period is one year for natural persons.

LPG and CNG

Finally, the Dpcm allocates a bonus of 400 euro and 800 euro respectively to individuals who install new LPG or methane systems on cars of at least Euro 4. The contribution will be paid directly by the installer, who will in turn be reimbursed by the company building the system. The latter will finally recover it through tax credits.

The allocation of resources

The Dpcm provides a total of 950 million. To the purchase or leasing of electric cars (emissions between 0 and 20 grams of CO2 per km) go 240 million, a quarter of the total package. With 402 million, more than 40%, the contribution to old models with a thermic engine or full hybrids (61-135 grams CO2/km) remains prevalent, while 140 million, about 15%, are earmarked for plug-in hybrids (range 21-60). A share of the resources in these categories, amounting to 20 million, is reserved for taxis, with contributions doubled. The rest goes to used cars (20 million), motorbikes, scooters, tricycles and quadricycles (32.5 million to electric ones and 5 million to those with a thermic engine), commercial vehicles (53 million), long-term rental (50 million), and the installation of LPG and methane systems on cars (10 million).
