Turnout at 46.4% in Emilia-Romagna and 52.3% in Umbria

After the exit polls had been completed, the new president of Emilia Romagna was the centre-left candidate Michele De Pascale, who won with 56.8% over his centre-right rival Elena Ugolini, who remained at 40.1%. Even in Umbria, after an initial head-to-head in the first exit polls, the centre-left won by a wide margin. Stefania Proietti, with 51.1% of the votes, is five points ahead of the outgoing centre-right governor Donatella Tesei who has to be content with 46.2% of the consensus. In both regions, the centre-left presented itself in the formation of the 'wide field' with an alliance that held together from Italia viva to M5s.

As for the list vote, in Emilia Romagna the Pd is the first party with 42.9%, followed by FdI at 23.7%. Forza italia stands at 5.6%, Avs and Lega at 5.3%, with Elena Ugolini's civic list at 5.1% and the one supporting De Pascale at 3.8%. The 5 Star Movement stopped at 3.5%. The majority supporting the new president Michele De Pascale got 33 seats while the centre-right opposition got 15. In detail, the lion's share goes to the PD with 27 seats, three seats to Avs, two to Civici con De Pascale presidente, one to M5s. On the other hand, 11 seats go to Fdi, 2 to Fi-Noi moderati, 1 to Lega Salvini Emilia Romagna Il popolo della famiglia, 1 to Rete civica Elena Ugolini presidente

In Umbria, the Pd is also the leading party with 30.2%. It is followed by Fratelli d'Italia at 19.4% and Forza Italia at 9.7%, with the League at 7.7%. The 5 Star Movement stands at 4.7%, while Avs is at 4.3%. Alternativa popolare, the list of Terni mayor Stefano Bandecchi, in coalition with the centre-right, does not go beyond 2.2 per cent. The majority that supported Stefania Proietti gets 12 seats, the centre-right opposition seven. Seven seats went to the Pd, one to Avs, one to the M5s and one to the civic Umbria Domani Proietti Presidente. On the centre-right, on the other hand, Fdi has 3 seats, Forza Itallia 2, Lega and the civic party supporting Tesei 1 each.

Sharp decline in turnout. There was a collapse in Emilia Romagna: 46.38% compared to 67.67% in the previous elections in January 2020 (but it should be remembered that at the November 2014 regional elections in Emilia Romagna only 37.7% of those eligible voted). Slightly higher was the figure for Umbria (52.28%), but still a sharp drop compared to the previous regional elections in 2019 (64.69%). In Emilia Romagna, the highest turnout was in the province of Bologna (51.7%) and the lowest in that of Rimini (40.7%). In Umbria, on the other hand, turnout was higher in Perugia (53%) than in Terni (50.2%). Above the regional average was the turnout in Assisi (the city of which Proietti is mayor): 56.7%.
