Electronic health record: pharmaceutical dossier launched
After the complete activation of the Health Record 2.0, the Health Data Ecosystem is also available
by Anna Mulassano
A Electronic Health File (Fse) drawer updated by the pharmacy with the documentation on the medicines the patient takes: this is the pharmaceutical dossier, which will be operational only after the complete activation of the Fascicolo sanitario 2.0. This is what the Garante della privacy reminds us in one of the Frequently asked questions (Faq) of 21 May.
Health Data System
The Electronic Health Record is the system that collects all the health and social-sanitary data and documents of citizens generated by the public or private facilities that treat them. With Fse 2.0, the Health Data Ecosystem (Eds) will also be available, which will be able to provide, on request, data analysis and processing services to citizens, health professionals, the Ministry of Health, the National Agency for Regional Health Services (Agenas) and the Regions. As far as medical, biomedical and epidemiological scientific research is concerned, the EDA will only be able to make anonymised data available to authorised personnel of the Ministry of Health, Agenas, the Regions or the Autonomous Provinces. Through the EDA it will then be possible to use the data for prevention, control and management of the healthcare system.
Use and blackout data
The pharmaceutical dossier will make it possible to improve the quality of the service and to promote the monitoring of drug dispensing, as well as its adherence to therapy: the ultimate aim is to contribute to patient safety. The dossier will become part of the services offered by the Eds, which will extract from the dossier the information on prescriptions and pharmaceutical dispensing, except for those that the patient chooses to obscure. In fact, it is possible to request the obscuring of data and of health and social security documents either before or after the feeding of the patient file. In this case, only the patient and the holders who generated the documents will be able to consult them, but it is possible to revoke the obfuscation at any time.
Personal notebook and health card
There is also the possibility of entering personal information and documents related to the care pathways in the personal notebook of the patient, a restricted section of the patient file. In addition to the data and documents in the personal file that are not obscured, also what is made available by the Health Card will contribute to the Eds.
