On 14 June, the Minister of the Environment and Energy Security, Gilberto Pichetto Fratin, signed the decree on eligible areas and Fer2, which is designed to speed up the construction of production plants from renewable sources that are not fully mature or have high operating costs. "The measures, both long-awaited," the Mase owner commented, "represent a decisive step towards a new energy model by 2030, consistent with the Pniec objectives and with all the instruments we have been working on to incentivise the development of renewables. Let's move forward like this'.

In this way, the ministry closes the circle around two crucial pieces to accelerate the achievement of green targets and meet some of the deadlines of the NRP (in fact, both decrees are among the six targets that the Mase must hit by the end of June).On eligible areas, Minister Pichetto Fratin worked to find a balance with the regions after the unexpected remarks made by the Sardinian governor, Alessandra Todde.

Thus, the signed text confirms the different counting of the impact to be attributed to offshore wind plants in the burden sharing (no longer 40% of nominal power but 100%) and the cancellation of the safeguard clause (the old Article 10 of the previous draft) according to which proceedings initiated before the decree came into force should have been concluded on the basis of the previous legislation. Excluded, then, from eligibility were the areas included in the perimeter of protected assets.
