Energy Decree, electricity subsidy also for households with Isee up to 25,000 euro

A fund of 315 million euro covered by Mase for this year to give an extraordinary contribution of 90 euro to households that have a social bonus on their electricity bill. But an extraordinary contribution can also be reserved by electricity sellers for 2026 and 2027 for domestic customers who do not have a social bonus but an annual Isee that does not exceed 25,000 euros. This is one of the measures to reduce electricity and gas bills for families and businesses (the expected cut, according to rumours, will be between 2.5 and 3 billion) contained in a draft of the law prepared by the government and which will go to the cdm next week. "I will focus on the issue of energy prices. Next week we will bring measures on energy to the council of ministers,' explained Prime Minister Giorgia Meloni before the EU summit on competitiveness in Belgium.

The decree ('Urgent measures to ease electricity and gas supply tariffs and reduce electricity bills for households and businesses') consists of 12 articles. It contains measures to ease energy costs for households and businesses, for renewables, for bio-energy, for gas, for connection and networking, for the construction of data centres, for the competitiveness of businesses and the decarbonisation of industries.

For each of the years 2026 and 2027, electricity sellers may grant their resident domestic customers, who are not holders of the social bonus and have an annual Isee not exceeding 25,000 euro, an extraordinary contribution to cover the purchase of electricity. This is provided for in the draft bill decree to be presented in the cdm next week. The contribution is recognised as a discount on the contractual conditions applied by the seller who owns the supplies. A special resolution by Arera is planned, within 30 days from the date of entry into force of the decree, with the application methods.

Euro 315 million are planned for 2026 for the recognition of the social bonus for households for electricity. In particular, as far as electricity is concerned, Arera will issue a resolution for the expenditure of 315 million euro for the recognition of an extraordinary contribution of 90 euro on the raw material energy for social bonus holders.

Arera, the regulatory authority for energy, with one or more measures to be adopted by 28 February next, 'defines the modalities according to which the charges and other tariff components for the transport and distribution of natural gas to end customers are to be reduced for the year 2026, limited to consumption exceeding 80,000 smc/year'. The measure in favour of companies to reduce the price of the gas bill is contained in Article 9 of the draft. The reduction, the rule indicates, must privilege the tariff classes or the brackets with the highest levels of charges.
