Increased incentives for heat pumps
Italy transposes the Red III Directive and overcomes an infringement procedure initiated against Italy: increasing the share of renewables by 2030
Facilitating the installation of heat pumps even in addition to an existing, but recently installed boiler that is no more than five years old. This is one of the novelties contained in the decree transposing the Red III directive (2023/2413), examined yesterday by the Council of Ministers. It has the general aim of increasing the share of renewables used in various sectors: industry, transport, construction. And it closes an infringement procedure initiated against Italy. The transposition of the EED directive (2023/1791) is postponed.
Alignment to EU standards
Il termine per il recepimento della Red III era, infatti, fissato al primo luglio del 2024. L’inerzia del nostro paese ha portato una serie di richiami da parte di Bruxelles: l’ultimo è datato 23 luglio di quest’anno. Ora, però, l’Italia si allinea alle norme comunitarie. Per riscaldamento e raffrescamento la quota di rinnovabili tra il 2026 e il 2030 dovrà aumentare dell’1,1% all’anno. Il 5% della capacità installata al 2030 dovrà provenire da tecnologie innovative: eolico off shore a fondazioni galleggianti, fotovoltaico galleggiante, fotovoltaico ad alta efficienza, idrogeno verde e celle a combustibili, solare termodinamico, energie marine e geotermia avanzata.
Renewables
The share of renewables produced in buildings shall be at least 40.1 per cent by 2030. For industry the increase of the share of renewables "in the total energy sources used for energy and non-energy end purposes" shall be at least 1.6 points on average from 2026 to 2030. In transport renewables shall reach 29 per cent by 2030: this includes biofuels, biomethane and biogas.
All these general objectives are declined through specific provisions dedicated to the different sectors within the transposition decree. In the area of biomass, for example, the principle of cascading use is introduced: before energy production, wood is to be used for other purposes, such as furniture making or recycling.
L’edilizia
A large chapter is dedicated to building. Restructuring, among other things, is mentioned here. In the case of restructuring of heating systems in buildings (not simply changing the generator, but major transformation works, such as switching from central heating to autonomous heating or replacing radiators with underfloor heating), at least 20 per cent of the expected consumption for domestic hot water must be covered by renewables. This means that it will not be possible to use a condensing boiler, but at least a hybrid system (boiler + heat pump).
