ETS2: EU Council calls on Commission to assess the impact of the system, its design and safeguards
Ensuring a well-functioning carbon market
(Il Sole 24 Ore Radiocor) - “The European Council calls on the Commission to update its assessment of all the impacts of ETS 2, in particular its design and safeguards.” This is stated in the European Council’s conclusions on competitiveness, the next multiannual financial framework, and enlargement and reforms. “In the context of the ongoing review of the ETS system, and with a view to supporting European industrial competitiveness,” it adds, “the European Council reaffirms the need to urgently ensure a well-functioning, transparent and predictable carbon market, to provide effective protection against the relocation of CO₂ emissions, reduce carbon price volatility and mitigate its impact on electricity prices, whilst preserving the ETS’s essential role in the climate and energy transition through a market-based price signal for carbon emissions that stimulates investment and innovation”.
