Between June 2026 and June 2027, Italy will be obliged to examine a maximum number of 16,032 asylum applications received through the new border procedure established by the reform of the EU Pact. This is the highest quota in the EU, amounting to 26.7 per cent of the total. In 2027-2028 for Rome the number will rise to 24,048. These are the figures of the text on the annual ceiling of requests to be screened by border procedure for EU countries published in the Official Journal. Countries will have to establish an adequate capacity in terms of reception and human resources. Once the quota of applications to be screened has been reached, the solidarity mechanism is triggered.

How quotas are calculated

The maximum quota of applications to be processed for each of the Twenty-Seven is calculated on the basis of a formula that takes into account the number of irregular external border crossings - including arrivals after search and rescue operations - and rejections reported by governments over three years, from 1 January 2021 to 31 December 2023.

The text on the new border procedure represents, together with the solidarity mechanism between the countries of first arrival and the others, the heart of the reform of the Pact agreed last December. After Italy, Hungary - with 15,432 applications to be processed between June 2027 and June 2028 and 23,148 the following year - will be the country with the highest share of applications to be processed out of the total. It is followed by Spain, with 6,602 and 9,903 annual applications to be processed respectively, Greece (4,376 and 6,564) and Poland (3,128 and 4,692).

Budapest attacks on migrants: burden falls on us and Rome

Budapest has again attacked Brussels over the new EU Pact on Migration and Asylum. Hungary, said European Affairs Minister Janos Boka, opposes the text, which envisages that 'more than half of the total capacity' of the EU to be deployed for the examination of asylum applications at the border will, as of June 2026, be borne by it and Italy. "The quota of the other member states is far away," Boka said, "and all this because the number of illegal entries foiled by our country has been exceptional in previous years.
