Ffo 2025 at 9.4 billion: 336 million more than 2024

Minister Bernini signed the decree on the Ordinary Financing Fund for Universities: increases from 1 to 6 per cent for all universities

After last year's cut, the Ordinary Financing Fund for Universities is growing again. Minister Anna Maria Bernini signed the decree allocating the FFO for 2025. The resources amount to EUR 9.4 billion, an increase of EUR 336 million compared to last year. Another difference with 2024 is that this time no university will lose resources compared to the previous year. in fact, the decree just approved by the Mur stipulates that all universities will see an increase in allocations of between 1 and 6 per cent.

In a note Bernini comments: "The 2025 Ordinary Financing Fund consolidates the growth path of investments in the Italian university system, confirming the government's commitment to higher education and research. From 2022 to 2025, the Ffo grew by around 8 per cent, from EUR 8.6 billion to EUR 9.4 billion'. In her opinion, "this increase represents a concrete sign of attention to the academic world and will allow us to expand opportunities for students, enhance the work of teachers and researchers and give new life to innovation and knowledge, fundamental pillars," the minister added, "for the future of the country.

Opinions on the decree were obtained from the Rectors' Conference (Crui), the National Agency for the Evaluation of the University System and Research (Anvur) and the National Council of University Students (Cnsu), the latter received on 28 July.

 

Specifically, the Crui "appreciates the overall increase in funding", in particular "in free resources, which goes in the right direction to allow individual universities to exercise an increasingly broader planning autonomy. This requirement takes on particular importance due to the dynamic growth in costs and in particular the increase in personnel expenses". The Crui, moreover, 'considers the path taken of a progressive increase in the share of unrestricted resources to be correct, and considers the continuous dialogue and strong synergy with Minister Bernini to be important'.
