Final approval of the bad weather decree: from stopping taxes and contributions to income support for workers, here are the measures

Final go-ahead from the Senate for the so-called Niscemi decree. The measure introduces urgent measures after the bad weather that has hit Sicily, Sardinia and Calabria since 18 January and was voted by a show of hands. In the chamber, Avs announced that it would vote against, while the other opposition groups reportedly abstained. Already approved in the House, it is thus converted into law.
The measure contains measures to deal with the emergency caused by the exceptional weather events that, starting on 18 January 2026, hit the territory of the Calabria region, the autonomous region of Sardinia and the Sicilian region, as well as additional urgent measures to deal with the Niscemi landslide and civil protection. The measure, christened the 'Niscemi decree' or 'bad weather decree', has arrived in the Chamber of Deputies in the text already approved by the Chamber of Deputies since the Environment Committee has not concluded its examination. The deadline for conversion would have been 28 April. Here are some of the planned solutions.
Funds for carrying out civil protection activities
EUR 90 million is allocated for 2026 and EUR 25 million for 2027 to deal with the damage caused to private property and to economic and production activities as a result of the meteorological events that occurred after 18 January 2026 in the regions of Calabria, Sicily and Sardinia. These resources are supplemented by EUR 50 million, for 2027, from the allocation of resources of the so-called reconstruction fund. In total, the resources earmarked for the aforementioned territories amount to 165 million euro over the two-year period 2026-2027.
Extraordinary Commissioner for the Niscemi area
The establishment of an Extraordinary Commissioner for the swift implementation of measures and interventions to increase security and resilience in the municipality of Niscemi and the related organisational and financial provisions are envisaged.
Contributions for relocation
Economic contributions for self-settlement are provided for persons whose buildings, located in the landslide area and in the buffer zone delimited on the basis of geological, geotechnical and instrumental monitoring analyses and investigations, were demolished or to be demolished following the events that affected the municipal territory of Niscemi.
