Fioravanti (Ascoli) and Fedriga (Friuli) are Italy's best-loved mayor and governor

Survey shows continuity of support for leaders from the North and criticism for mayors from the South

For the first time, the Governance Poll sees a Fratelli d'Italia mayor in first place, specifically Marco Fioravanti, in his second term at the helm of Ascoli Piceno. This is one of the results of the 2025 edition of the annual survey conducted by Noto Sondaggi for Il Sole 24 Ore to measure citizens' approval of mayors and regional presidents.

In second position among first citizens is Michele Guerra, mayor of Parma and winner of 2024. In third place on equal terms are Vito Leccese, elected mayor of Bari last year in his Governance Poll debut, and Gaetano Manfredi, mayor of Naples, a regular in the top positions and last year in second place.

As writes Gianni Trovati in Sole 24 Ore, there are elements of continuity with last year's edition even in the last places of the ranking, as usual occupied by mayors of southern cities. Here it is mainly financial and administrative difficulties that are reflected in the low enthusiasm shown by citizens for local politics. In last place is the mayor of Palermo, Roberto Lagalla, who swapped places with his colleague from Trapani, Giacomo Tranchida.

Among the mayors of large cities, in Milan Beppe Sala recovers 10 positions and arrives in ninth place. In Rome, Roberto Gualtieri remains fairly low - 89th place - but sees his consensus rise by a few percentage points compared to last year.

As per tradition, the Governance Poll also investigates the approval of regional governors. At the top is the undisputed primacy of the north-east, with Massimiliano Fedriga, president of Friuli-Venezia Giulia and of the Conference of Regions, followed by Luca Zaia from Veneto. The supremacy has been theirs for years, but just below, the ranking offers several novelties. Alberto Cirio, in his second term in Piedmont, continues to consolidate his consensus and thus completes a podium entirely composed of governors of northern regions led by the centre-right.

Eugenio Giani, president of Tuscany and the first centre-left governor, follows in the ranking, with a leap of 6.5% compared to last year and even 13.5% compared to 2023. The last position is occupied by Francesco Roberti, centre-right governor of Molise, followed by Francesco Rocca, also centre-right president of the Lazio Region.
