First-home benefits and an extra €200 a month: the PD’s draft bill on the right to remain in Italia
The bill drafted by the Democratic Party provides for a net pay rise of €200 per month for those under 35; non-repayable grants for innovative young entrepreneurs in inland areas; and incentives for the purchase and rental of a first home
Leaving the country is a legitimate choice, but it cannot be an obligation. This is the view of Elly Schlein’s PD, which has drafted a bill on the “right to remain in Italia”. The bill is aimed specifically at those under 35.
Employment and wages
The bill drafted by the Democrats provides for a net pay rise of €200 per month for those under 35; non-repayable grants for innovative young entrepreneurs in inland areas; an extraordinary recruitment scheme in local authorities in inland areas for those under 35, to create a more effective and efficient public administration; a tax credit for companies that utilise and encourage remote working.
The portal to return
The proposal includes the creation of a dedicated portal for those choosing to return to Italia, entitled ‘Scelgo l’Italia’, featuring information for those returning from abroad and simple, clear guidance on the relocation process.
According to the PD, the prerequisite is that housing must be affordable for young people. To this end, there are plans to introduce financial support for young people buying or renting their first home; transport concessions in the form of annual travel passes for students; and 100 million euros to establish PhD programmes at universities in southern Italy.
Carmelo Traina (PattoXRestare), Flavio Albano (Tornanza) and Giovanni Crisanti (Associata) collaborated on drafting the text. “The proposal is the result of a joint effort with dozens of youth associations, starting with ‘L’associata’, with whom I have been in discussion over recent months, and which I have signed with conviction,” said Marco Meloni, the PD senator and signatory of the bill.
