Foti assures: 'The housing plan will be there, total package of 8 billion'
Urso: hyper-amortisation, we are waiting for the Mef to define the new rules
Pushing growth, focusing on certain factors, from NRP investments to the hyper depreciation envisaged in the manoeuvre, to the use of AI, in the private sector and in the Public Administration, in a scenario made even more uncertain by US policies on tariffs. These were the topics discussed yesterday at the winter edition of the 'Forum in Masseria', organised by Bruno Vespa and Comin&Partners, at Terme di Saturnia.
The Minister for European Affairs, the NRP and Cohesion Policies, Tommaso Foti, announced news on the housing plan: 'The plan will be there, and it will be a total package of more than 8 billion'. He also added that 'there are 60 thousand public housing units', and that these funds 'can be used to make them usable. The largest stock is in Naples with 30 thousand'. Confindustria has been insisting on the housing plan for some time, as Ance president Federica Brancaccio recalled yesterday: 'We presented a housing plan together with Confindustria. We have not yet received the plan from Palazzo Chigi, they say it will be ready very soon'. Foti also announced that 'by the end of April-mid-May, the ninth instalment of the Pnrr should arrive, which means having achieved another 50 targets. My hope is to reach the assigned targets by 30 August 2026'.
Adolfo Urso, Minister of Enterprise and Made in Italy, spoke on tariffs, recalling that our exports in 2025 grew by 3.3% globally and 7.2% in the US. "We need responsibility and caution, the US is an indispensable trade and political partner," said Urso on tariffs (see article page 2). "We must consider all markets, we are aiming at the positioning of companies," commented Regina Corradini D'Arienzo, Simest's CEO.
Companies are pushing for the implementation decree for hyper depreciation to be issued immediately: 'We are waiting for the Mef to define the new provision that will allow the tools, i.e. machinery, to be used beyond the made-in-Europe constraints. When there is the regulatory change, it will be possible to unblock the implementing decree,' said Urso. Businesses are also asking for certainty of the rules and simplification. "To open a hotel you need 48 authorisations. It is above all too much bureaucracy that prevents growth: only 7% of hotels belong to a chain," said the president of Confindustria Alberghi, Elisabetta Fabri. The minister for the PA, Paolo Zangrillo, claimed to have achieved 'more than 400 simplifications' and launched the 'great challenge of merit in the PA' and the need to bring in young people 'in the next six years one million PA employees will retire'.
It is necessary to study: the Consap, said its president, Sestino Giacomoni, has activated the study fund: 'Deserving students will be able to have funding of 50 thousand euro to study in Italia and 70 thousand for abroad'. Skills, stressed the Minister of Labour, Marina Calderone, are central to overcoming the mismatch between labour demand and supply, recalling the generative IA platform developed at the ministry.
