From 2 January applications to Inps for support for the over 80s dependent: here are the requirements

As of 2 January, a new Inps benefit will be introduced on an experimental basis. It is called 'Universal Benefit', and is intended for the over-80s who are not self-sufficient and subject to a specific assistance need defined as 'very serious'. The trial period, the social security agency explained in a note released in recent hours, will run from 1 January 2025 to 31 December 2026. The recognition of the Universal Benefit will entail the absorption of the accompaniment allowance (Law No. 18 of 1980) and of the benefits provided by the ATSs, in the areas of their competence (Article 1, paragraph 164, Law No. 234 of 2021). Operational indications were provided by Inps in message 4490 of 30 December 2024.

How to claim the benefit

The application can be submitted telematically to the Inps as of 2 January 2025, by accessing the Institute's portal www.inps.it, via the path 'Supports, Subsidies and Allowances > Explore Supports, Subsidies and Allowances > by selecting the item 'See all' in the Tools section and then 'Elderly Persons Decree - Universal Benefit' ", either personally, with one's digital identity, or through the patronage institutions referred to in Law 152/2001.

Requirements

The recognition of the benefit is subject to the possession of the following requirements: a) age equal to or over 80 years; b) a level of very serious assistance need, assessed on the record by the INPS Medical-Legal Commission, also on the basis of the indications provided by the Technical-Scientific Commission appointed on 16 October 2024 by Ministerial Decree no. 155/2024 and approved by the Decree of the Ministry of Labour and Social Policies of 19 December 2024. c) a value of the Equivalent Economic Situation Indicator (Isee) for subsidised benefits of a social-sanitary nature, currently valid, not exceeding 6,000 euro. d) the ownership of the accompanying allowance (Law 18/1980), i.e. the possession of the requirements for the recognition of the benefit. The Inps clarifies that at the time of application and for the entire duration of the benefit, the person applying for Universal Benefit must be in possession of these requirements.

Not only that: if, for whatever reason, payment of the accompaniment allowance ceases, the care allowance (supplementary allowance) cannot be paid. The citizen may, at any time after receiving it, renounce the benefit.

The resources available

The solution as it stands is 250 million euros for 2025 and 250 million euros for 2026, broken down as follows (a) as much as 150 million euros for the years 2025 and 2026 by means of a corresponding reduction in the resources of the Fund for non-self-sufficiency; (b) as much as 250 million euros for the years 2025 and 2026 from the National Programme "Inclusion and fight against poverty" 2021-2027, in compliance with the procedures and eligibility criteria set out in the Programme itself; (c) as much as 100 million euros for the years 2025 and 2026 from the availability of Mission 5 of the PNRR.
