Digital driving licence on App IO from 23 October, but the turning point will be in 2025: digital identity milestones

"From 23 October, digital versions of the health card, driving licence and European Disability Card will be progressively released to citizens on App IO," Then, "by 2025, the adoption of the'IT-Wallet' is planned." In reality, the date of 23 October represents only a start for a few, almost a second 'experimentation' after the more technical one that took place in recent months. As of 23 October, in fact, only 50,000 citizens (on the basis of a procedure identified by the Department for Digital Transition) will be able to upload the three documents mentioned on their mobile phones through the Io app. And in any case, at this stage, they will only be able to do so in order to use them in the same way as the current paper document, i.e. to show them - by way of example - in the event of a police check or at the pharmacy with regard to the health card. Online use, for various transactions and access requiring this type of document, and possibly for electronic terminals, will only be available in 2025.

As for the timetable for the release of this first off-line functionality, the second stage is set for 6 November (250,000 citizens). The third for 20 November (1 million citizens). And only from 4 December will all citizens be involved,

Only from next year (with a timetable still being defined) will there be the leap towards the real 'Italian IT Wallet system', consisting of the public wallet for access to the digital services of the public administration and to all 'verifiable' documents (to the passport the health card and the disability card should be joined by the electoral card and later by other documents such as qualifications), and by a series of wallets made available by private providers (think of banks), probably on the basis of compulsory accreditation by the Agency for Digital Italy (Agid). In 2025, as mentioned, the online use of uploaded documents should also be available to everyone. Access will be tied to the use of the electronic identity card (Cie) for most services, those requiring a higher level of security, and of the Spid (in addition to the Cie itself) for those with a lower level of criticality.
