From 1 April stop contributions for hiring carers over 80 with Isee up to 6,000 euro

No contributions for two years for those who hire carers of non-self-sufficient elderly people over 80. In detail, the benefit is triggered in the case of recruitment or conversion to an indefinite term of domestic work contracts with the duties of carer of the elderly. The persons to be assisted must be at least 80 years of age, and must already have an accompanying allowance, as well as an Isee not exceeding EUR 6,000. The measure is provided for in the Pnrr decree, approved by the Council of Ministers on Monday 26 February. The aim is to encourage the regularisation of care work performed at the home of the dependent person.

The cut should take effectfrom 1 April 2024 until 31 December 2025 for a maximum period of 24 months. A maximum limit of EUR 3,000 on an annual basis is envisaged, prorated and applied on a quarterly basis, without prejudice to the pension benefit computation rate.

The employer receiving the benefit, it says, must have a valid indicator value of the equivalent economic situation (Isee) for subsidised benefits of a social-sanitary nature, not exceeding EUR 6,000. The benefit does not apply in the event that a domestic work relationship has ceased between the same worker and the same employer or person in his or her household, it continues.

The benefit does not apply if a domestic work relationship with the employer or person in the household has been terminated between the employee and the employer or person in the household for less than six months.

The coverage of the costs, amounting to EUR 10 million for the year 2024, EUR 39.9 million for the year 2025, EUR 58.8 million for the year 2026, EUR 27.9 million for the year 2027 and EUR 0.6 million for the year 2028, is ensured, the draft also states, by the national Youth, Women and Work Programme 2021-2027.
