From CDP 3 billion to enterprises in Campania in the period 2022-2025
Budgets and programmes presented at the meeting with Confindustria in Naples. Camilli (Confindustria): Making the SME Guarantee Fund structural
Between January 2022 and June 2025, Cassa Depositi e Prestiti allocated about EUR 3.9 billion to support enterprises, essential infrastructure and public entities in Campania. In the same period, CDP accompanied the growth of more than 7,000 local companies both in Italia and abroad with about EUR 2.9 billion in resources committed. With the 2025-2027 Strategic Plan, CDP also strengthened and expanded its support for Italia's entrepreneurial fabric by offering direct financial instruments to small and medium-sized enterprises with a turnover of 25 million or more.
An interesting picture emerged from the CDP and Confindustria Roadshow entitled "Together for the Future of Business", which made a stop in Naples, after Rome, Cagliari, Bologna, Florence, Bari and Turin, for the event that brought together numerous representatives of the local business world. The meeting was an opportunity to strengthen dialogue and interaction with local companies by looking at specific areas of intervention defined in the agreement signed in Rome last September by Confindustria chairman Emanuele Orsini and Cassa Depositi e Prestiti CEO Dario Scannapieco.
The priorities are: the development of infrastructures for energy transition and the circular economy, support for business investment in innovation and digitalisation, the revitalisation of the South and the strengthening of the national strategic autonomy of the aerospace and defence industry. Added to these is support for the promotion of youth entrepreneurship and all activities aimed at reducing territorial disparities for more balanced economic development. These objectives will be pursued by CDP and Confindustria by working on the definition of new alternative finance instruments and support for access to credit that also envisage the use of public and third-party resources, as well as EU resources. The collaboration will also promote the use of equity instruments (strengthening the expansion of Private Equity and Venture Capital), the development of initiatives for subsidised credit and the strengthening of the national guarantee system, as well as residential solutions on sustainable terms for low-income employees with labour mobility needs.
"At a time of a sharp slowdown in growth, growing international uncertainty and limited public finance space, it is essential to structurally strengthen the instruments that support investment and access to credit for businesses." _ said Angelo Camilli, Confindustria vice-president for Credit, Finance and Taxation _ The confirmation for 2026 of the reinforced rules of the Guarantee Fund for SMEs is a very positive sign. Without this extension we would have reverted to a less effective ordinary system, with a lower guarantee ceiling and more complex procedures. The Fund is now an essential tool, especially at a time when the regulatory squeeze and capital requirements are squeezing banks' ability to provide credit. However, we are concerned that the introduction of an additional premium to be paid by banks that use the Fund extensively could displace credit to businesses. In 2025, Camilli recalled, the Fund guaranteed about 250,000 operations amounting to about EUR 45 billion, with a high multiplier of public resources. "This is why," he added, "we believe it is necessary to go beyond the logic of annual extensions and make the Fund's current operation structural, further strengthening its capacity to intervene, particularly in favour of the most structured companies and mid-caps.
"We are with Confindustria to listen to entrepreneurs and support their projects _ said Dario Scannapieco, CEO of CDP _ In Campania, we have significantly strengthened our presence in the region, transforming the Campania regional capital into a macro-regional hub to ensure an even more direct and continuous presence. This commitment stems from the conviction that the country's development depends on the ability to build solid alliances with the production and administrative system in order to continue to grow, innovate, and compete".
