From the Chambers push on disability and hiring bonus in SMEs

Scholarships for deserving students who have won the Youth Games, free textbooks for all schools, the promotion and dissemination of the Italian language around the world, and tax concessions to encourage the employment of young graduates in small and medium-sized enterprises. But also a fund to support municipal kennels and the establishment of an ecospirituality day and measures to curb inefficiencies in the supply of the integrated water service. The 50 new bills presented by the majority and the opposition in the two branches of Parliament in the last four weeks also address issues that are far apart. With a special focus on disability. As in the case of a bill by the League, first signatory the chairman of the Senate Finance Committee, Massimo Garavaglia, which was assigned on 19 July in Palazzo Madama after being announced on 15 May and which aims to introduce new provisions for the compulsory employment of protected categories.

The bill starts from a premise: only 32.2% of people with disabilities in Italy (over 3.1 million, equal to 5.2% of the entire population) are employed. And the Carroccio's text intends precisely to facilitate the compulsory placement of protected categories in public administrations, making it feasible even in this case to enter into framework agreements with cooperatives and social enterprises to cover the so-called 'reserve quotas'. Another text of the League, presented in Montecitorio by Rossano Sasso, looks instead at the introduction of new measures on the participation of persons with disabilities in public entertainment and sports events.

Also from the Leghist Garavaglia comes a Ddl containing provisions on inefficiencies in the supply of the integrated water service. In the Senate, a text has been presented by Dem Simona Malpezzi that aims to introduce measures for free textbooks for schools of all levels.

Among the proposals that are breaking away from the blocks in Palazzo Madama is one by Fi, with first signatory Claudio Fazzone, which was 'announced' on 7 May last, aimed at promoting the construction and management of new nuclear power plants. Also in the Senate, an M5S bill, 'announced' at the end of March by Luca Pirondini, on the introduction of the crime of homicide and serious or very serious injury at work, is taking its first steps. The Ddl intends to further strengthen the system of 'obligations-sanctions-penalties', both for the crime of homicide and serious injury.

To understand whether these texts will actually have a chance to continue the process, we will have to wait for the resumption of work in September after the summer break. The number of parliamentary initiative proposals submitted since the beginning of the legislature has reached 2,800, but at the moment just over 410 are being examined by the Commission and another one is under consideration by the Assemblies. More than 415 texts are still to be assigned and more than 1,630 (about 58%) are those that, although assigned, have not yet actually begun the process.
