The Protocol on Extreme Weather Conditions drawn up by the social partners was signed at the Ministry of Labour. It will be implemented by a ministerial decree by the Ministry of Labour and will be implemented by territorial agreements signed by the employers' associations and trade unions.
In the first useful regulatory vehicle, the part on social shock absorbers will be transposed, which provides for 'broad and automatic' recourse to social shock absorbers for all hypotheses of suspension or reduction of working hours, even in the case of seasonal work. The hours used in the ordinary redundancy fund for 'objectively unavoidable' events will not be counted from the maximum duration limit. And companies will be ensured protection against all possible liabilities connected with the delay in the delivery of works due to extreme weather events.
The Framework Protocol promotes good practices with the aim of preventing occupational injuries and illnesses, such as unhealthy conditions, related to climatic emergencies. The priority objective is to combine the continuation of production activities with the guarantee of healthy and safe working conditions and working methods..
The four priorities for action
The four areas of intervention identified by the Protocol are those of Information/Training, Health Surveillance, Clothing/Clothing/Protection and Reorganisation of shifts and working hours
Particular attention is paid by the Protocol to the tools of information, training, prevention, the proper implementation of health surveillance and risk assessment, with the aim of determining adequate protection measures, contributing to achieving a healthier and safer working environment, improving the well-being of workers, promoting and developing, through prevention and within industrial relations, a specific targeted contractual activity..
